Projecto COMIBBS: Modelação Física da Propagação de Ondas em frente a uma Estrutura Costeira
Nesta comunicação, descreve-se o conjunto de ensaios experimentais, realizados em canal para simular a propagação de ondas sobre uma praia de inclinação constante (1:20), que termina numa estrutura de protecção marginal bastante comuns em Portugal Continental. Foram efectuados ensaios com ondas regulares e irregulares, associadas a diferentes alturas de onda e níveis de água, usando diferentes escalas do modelo (1:10 a 1:60). Os resultados obtidos consistiram nas séries temporais da elevação da superfície livre, da pressão sobre a estrutura, do nível de água atingido sobre a estrutura e do volume galgado na mesma, para diferentes condições de agitação incidente. Descrevem-se também as análises de dados realizadas, quer no domínio temporal, quer no domínio da frequência e apresentam-se os resultados obtidos para um caso de estudo, nas três escalas ensaiadas. Este trabalho pretende contribuir para o desenvolvimento de uma metodologia de modelação combinada proposta no âmbito do projecto CoMIBBS-HYDRALABIII, utilizando em conjunto modelos numéricos e físicos, para estudos de interacção entre ondas/fundo/estruturas e mais concretamente no caso do LNEC para avaliar a influência da escala do modelo físico na simulação da propagação de ondas e evolução morfológica em frente a estruturas de protecção costeira.

Promoting Walking and Cycling for Setting Local Carbon Markets: a case study in Portugal
In several cities around the world, measures have been taken to encourage and promote walking and cycling, herein designated as soft mobility modes, which had a high success and contributed to a more sustainable transport system. Within the European context, Portugal has one of the lowest modal split shares of walking and cycling. This is mainly the result of several decades of a transport planning process oriented to road transport infrastructures investment. Recently, the national project on sustainable mobility of the Portuguese Environmental Agency (2007-2008) presented a paradigm shift and made a positive step towards promoting soft mobility modes at the country level. The work presented in this paper is part of a broad research project on sustainable mobility conducted at the LNEC I.P. which involved the cooperation with several local municipalities within the Algarve region. This paper presents results of a mobility and attitudinal survey implemented in the municipality of Lagoa, located in the South of Portugal. This city is characterized by a dominant presence of the private car in comparison with nonmotorized transport modes and frequent illegal parking that hinders pedestrian movements. A survey was designed and administered to employees of the local council in order to understand their daily mobility patterns and to identify possible behavioural changes. The survey also comprised the setting of a novel carbon market to be implemented at the local level (and managed by the local council) and used simplified schemes that involved simulating the trading-off of short-distance trips made by car with more sustainable transport options such as walking and cycling. Several incentives were tested such as ticket discounts to cultural events. The survey showed that a significant percentage of local employees whom usually use the car in short distance trips are indeed willing to change their behaviour by shifting their daily short distance car trips and to cooperate for the proposed carbon markets.. For those whom are willing to walk and cycle in a daily basis, the survey identified their preferred routes and thus provided an additional indicator for policy making in order to setting investment priorities. The paper concludes with a comprehensive assessment of the implications of the study if carbon trading can be generalized to the 16 local municipalities within the Algarve region. Proposal for a methodology to assess the technical performance or urban sewer systems
Urban sewer systems constitute a significant patrimony in Europe and worldwide. The structural quality and functional efficiency of sewer systems are fundamental to guarantee their good performance. These systems are nowadays facing problems of ageing, malfunctioning and overloading caused by deterioration due to long life times, improper maintenance, population growth or catchment increase. In order to effectively plan the operation, maintenance and rehabilitation of sewer systems it is important to provide methods and tools for wastewater utilities in order to support the technical management of their systems. The importance of performance evaluation has been growing in most services and economic activities in recent years. Decisions must be economically and environmentally sustainable, the customer/consumer must be satisfied by the product or service provided, and legislation becomes ever more stringent and far-reaching. It is increasingly vital for the managers of an organization to know where, how and when changes must be introduced in order to reach a better performance. These decisions must be taken based on all the available relevant information. The objective of the methodology proposed in this paper is to establish, at the engineering level, the use of a performance assessment methodology suitable for the diagnosis, control and selection of solutions for the improvement of technical processes and systems performance. It can be applied to monitoring data or modelling results, in this case both to extended period operational scenarios and to a range of load factors, displaying appropriate dispersion bands (e.g. percentiles). The methodology is objective-oriented, quantitative and constitutes a standardised approach to technical performance assessment of sewerage systems as a useful contribution to the quest for a common language that would facilitate comparisons, prioritization and the setting of service standards. It is based on relevant performance variables or indicators, meaning the quantity which translates the system behaviour or properties from the point of view taken into consideration (e.g. hydraulic or environmental). It can be applied at catchment or system element level, depending on type of available data; performance functions scores the values of the performance variables or indicators against a scale of performance; for the element level assessment a generalising function is defined for extending the element-level calculation across the system, producing zonal or system-wide diagnoses. Through this methodology an overall view of system performance can be achieved facilitating performance comparisons. A case study is presented to illustrate the application.

Qualidade da água nos sistemas de distribuição
O conceito de qualidade da água de abastecimento está associado à inocuidade e aparência desta, e é visto de forma diferente pelos diversos intervenientes. Se para o regulador a qualidade da água se prende com o cumprimento dos valores paramétricos legislados (e.g., DL 306/2007 de 27 de Agosto), para o consumidor a qualidade relaciona-se principalmente com a percepção de cor, sabor ou cheiro, e dureza. Do ponto de vista da entidade gestora do sistema de abastecimento, a qualidade da água está ainda associada ao seu grau de agressividade para os componentes do sistema (e.g., condutas, bombas) ou pelo seu poder incrustante. É, contudo, consensual afirmar-se que uma água tem qualidade quando é desprovida de cor, cheiro, sabor e turvação, bem como de constituintes nocivos para a saúde humana (agentes biológicos ou químicos) ou para os equipamentos que a transportam e utilizam (e.g. electrodomésticos), e tem uma dureza adequada à sua utilização (e.g., lavagem de roupa).

Reabilitação pouco intrusiva de vigas de madeira
A intervenção realizada na Quinta do Calvel inseriu-se nas actividades do projecto europeu LICONS, que visou o estudo de métodos pouco intrusivos de reabilitação de estruturas de madeira. Um dos objectivos principais do projecto LICONS consistiu no estabelecimento de procedimentos de execução e controlo da qualidade das intervenções. A Quinta do Calvel é composta por vários edifícios vizinhos com diferentes usos. O edifício principal, destinado a habitação, é constituído por uma subcave, uma cave, o piso térreo e um piso superior habitável, em águas furtadas. À semelhança da maior parte dos edifícios antigos, a nível estrutural, o edifício principal caracteriza-se por possuir, abaixo do piso térreo, uma estrutura de abóbadas em blocos cerâmicos e paredes de alvenaria de pedra ordinária. Acima do piso térreo, verifica-se a continuidade de algumas das paredes resistentes e a existência de paredes divisórias em tabique. Os pavimentos são de madeira (estrutura e revestimento). Em duas vigas de madeira do piso térreo, verificou-se que, na zona das entregas na parede de alvenaria, a madeira se encontrava deteriorada por térmitas subterrâneas. este tipo de degradação, frequente em pavimentos desta natureza, está sempre associada à presença de níveis elevados de teor em água da madeira durante períodos prolongados, proveniente, neste caso, das infiltrações no pisso térreo e nas paredes exteriores, em contacto com o solo e parcialmente enterradas.

Rehabilitation of a large sewer: Methodology for the Alcântara interceptor sewer
Proactive rehabilitation of sewer systems is increasingly relevant for asset managers. Large interceptor sewers pose specific problems since both their failure and their rehabilitation often result in severe economic impacts for the responsible authority. Furthermore, often full inspection using CCTV is not feasible. Thus, a methodology to define a rehabilitation strategy should include a combination of personal inspection with analysis tools for evaluation of the condition throughout the infrastructure. Early detection of critical situations is essential to reduce the overall risk. Factors influencing the structural deterioration of specific situations should be considered. Design conditions, construction quality, sewer material, surface use, external loading conditions, ground disturbances, hydraulic behaviour, maintenance practices, sewage characteristics and age of sewer are factors that have to be considered. The case of the combined sewer interceptor of the Alca ntara catchment provides a good illustration of the problems that managers have to face in these situations. The Alca ntara Stream was covered between 1944 and 1967. The resulting interceptor sewer, approximately ten kilometres long, has a large cross section made of non-reinforced concrete. Flow velocities are high, for both dry and wet weather, and urbanisation has been intense all over the catchment area since the sewer construction. Expected service life of this sewer is reached (over 4050 years) and structural problems, mostly occurring since 1995, corroborate this accepted design criteria. The infrastructure was apparently performing well but increasing frequency of structural failures, and identification of a number of locations where serious structural deterioration existed, was an alert to the need for rehabilitation of this interceptor sewer. An integrated approach to rehabilitation was sought but necessarily with efficient use of resources. Localised visual inspections and detailed analysis of past occurrences allowed for an initial categorisation of the main problems in internal and external causes, the first associated with deterioration resulting from continuous functioning of the sewer, the second, resulting from changes in external loading over the years. The established methodology resulted from the combination of knowledge of the main causes of degradation, selected visual inspections and usage of a tailored Geographic Information System (GIS) tool to incorporate capabilities for spatial analysis that were not available at the existing mapping system. In this paper, the focus is on the relevance of the understanding of the degradation mechanisms to support the definition of rehabilitation and inspection priorities, especially in large sewers.
