Medium-term morphodynamic evolution of a small coastal inlet
Despite numerous qualitative and quantitative studies, the morphodynamic evolution of coastal inlets is far from being completely understood due to the complexity and different time-scales of the physical processes involved. A small coastal inlet system (Aljezur stream, Portuguese Southwest coast) was chosen to implement a monitoring program in order to investigate the inlet and adjacent beach morphologic evolution and response to the incident factors on a monthly time-scale. Topo-bathymetric surveys and video-images were acquired between April 2008 and September 2010 and morphologic parameters and their possible relation with forcing mechanisms (tide, waves and fluvial discharge) was evaluated. Results show that the system reveals different time-scale response to the forcing factors and a remarkable high morphologic resilience to tidal prism and wave action, only altered when strong fluvial discharges occur. Inlet channel morphologic evolution was expressed mainly by the parallel displacement of the northern bank forced by the beach plan form oscillations. The channel displayed a flat bottom with an almost constant depth, as well the straight alignment into the beach (inlet channel configuration A). When extreme fluvial discharges occur the inlet channel widens and its pathway freely migrates crossing the foreshore (configuration B). The present study allowed a detailed morphologic characterization of Aljezur coastal system and enhanced the understanding of the morphodynamics and its relationship with the controlling factors. This knowledge provides important information to support the development of future inlet monitoring programs and to forecast system evolution.

Método de avaliação das necessidades de reabilitação: Desenvolvimento e aplicação.
O Método de Avaliação das Necessidade de Reabilitação estabelece um conjunto de procedimentos que permite determinar as necessidades de reabilitação de um edifício de modo a dotá-lo de características que assegurem a satisfação das exigências funcionais num nível não inferior ao estabelecido na legislação aplicável ou convencionado pelas regras da boa prática. A satisfação das exigências funcionais pode estar comprometida por anomalias construtivas e/ou espaciais. Da aplicação do método resulta informação que permite avaliar a viabilidade do edifício. O Método foi desenvolvido no Laboratório Nacional de Engenharia Civil com vista a apoiar a análise das condições de habitabilidade do edificado do Bairro do Alto da Cova da Moura. Neste artigo são apresentados o modelo de avaliação, os critérios de avaliação, a fórmula de cálculo, as ponderações, os instrumentos de aplicação, a aplicação experimental e para concluir algumas notas finais.

Mineralogical and chemical characterization of historical mortars
Historical mortars from sixteenth to seventeenth century military forts located at the mouth of the Tagus River in Lisbon have been characterized by polarized light microscopy (PLM), thermal analysis (TG/DTA), X-ray diffractometry (XRD) and scanning electron microscopy / energy dispersive spectroscopy (SEM/EDS). The results indicate that the mortars used were all hydraulic lime-based. The presence of well-rounded lime lumps indicates a limited use of water during the lime hydration process. The detection of hydrated calcium chloroaluminate and carboaluminate compounds mostly at binder-aggregate interfaces provides evidence for the onset of pozzolanic reactions during mortar production as further confirmed by the presence of ceramic fragments in the aggregate fractions intentionally added by the fort builders to increase the hydraulic properties of the mortars. The higher mechanical strength and greater resistance to degradation processes imparted by these pozzolanic compounds could explain why, despite the extreme proximity of the investigated sites to the sea, salt weathering processes do not appear to have significantly affected the studied mortars.

Modelação numérica da abertura e fecho de uma embocadura artificial (Lagoa de Santo André, Portugal)
As embocaduras de pequenas lagunas são frequentemente instáveis. Por razões ecológicas, estas embocaduras são muitas vezes abertas artificialmente, e deixadas evoluir até fecharem naturalmente. Este artigo apresenta a simulação da evolução natural da embocadura da Lagoa de Santo André após a sua abertura, através da aplicação de um modelo numérico morfodinâmico suportado por extensas campanhas de recolha de dados de campo. O comportamento da embocadura nos primeiros dias após a abertura é correctamente reproduzido, apesar de ter sido necessário introduzir no modelo processos físicos anteriormente negligenciados: as perdas de carga associadas aos ressaltos hidráulicos e o escorregamento de taludes laterais. Pelo contrário, o modelo subestima a colmatação da embocadura, não conseguindo, por isso, reproduzir correctamente o seu fecho. Causas possíveis para esta limitação incluem, entre outras, a não reprodução pelo modelo do transporte na zona de espraio.

Modeling fecal contamination in the Aljezur coastal stream (Portugal)
This study aims at understanding the fecal contamination behavior in a small coastal stream (Aljezur, Portugal), which has significant economic and ecological values. Like in most small coastal systems, circulation and water renewal in the Aljezur stream exhibit a strong variability due to their dependence on tides, waves, intermittent river flows, and a highly variable morphology. Hence, the problem was approached through a combination of field surveys and the development and application of a hard-coupled three-dimensional hydrodynamic and fecal contamination model. Salinity and temperature results have shown that mixing and transport in the stream are very sensitive to the river flow and wind forcing. The model is able to represent the main patterns and trends observed in Escherichia coli and fecal enterococcus concentrations along the stream, for different environmental and contamination conditions, suggesting die-off rates on the order of 0.500.55 day?1. Die-off rate and the representation of the sediment-associated processes were identified as the major remaining sources of uncertainty in the model. Results show that, owing to the processes that occur along the stream, fecal bacteria reach the beaches water in numbers that comply with the European Bathing Waters Directive, even during the summer periods when the upstream concentrations are larger. In particular, results suggest a direct relation between the tidal propagation upstream and the reduction of the fecal bacteria concentrations along the stream that can be relevant for the development of a strategy for the management of the systems water safety.

Modelling of arch dam foundation failure scenarios - case studies of Baixo Sabor and Alto Ceira dams
In concrete arch dam foundations, potential failure mechanisms are typically defined by natural rock discontinuities or the concrete-rock interface. Discrete element models are particularly adequate for the safety assessment of these failure scenarios, given their ability to represent the geologic structure of the rock mass, as well as the concrete cantilevers. Application of these procedures to 2 large dams presently under construction in Portugal, Baixo Sabor and Alto Ceira arch dams, is presented. The numerical models represent the foundation rock mass as a system of deformable blocks defined by the main faults and joint sets identified at the site. The safety analysis is performed by progressive reduction of strength along the discontinuities until the failure condition is reached.

New bed shear stress estimator for net sand transport rate predictions under non-linear waves
The estimation of the bed shear stress is a crucial step in many sediment transport formulae since, when bedload is dominant, sediment transport can be parameterized in terms of the bed shear stress. In this work, the performance of a new bed shear stress estimator for nonlinear waves is analysed. The effects of velocity and acceleration skewness are incorporated in the time-varying bed shear stress using two parameters: the index of skewness or nonlinearity, r, and the waveform parameter, ?. The results are compared with two different data sets obtained in the Aberdeen Oscillatory Flow Tunnel, under accelerated-skewed oscillatory flows. When applied to a typical bedload formula, the new expression considerably improves the prediction of the net sand transport rates. A sensitivity analysis for the phase-lead between the bed shear stress and the outer flow indicates that the new expression provides the best trends between predicted and measured transport rates when compared to other parameterizations. This work provides further insights in the correct prediction of sediment transport modelling, accounting for the effect of nonlinear wave shapes.

Global and local geometrical imperfections of pultruded GFRP profiles based on a modal approach
ABSTRACT - The ultimate capacity of pultruded glass fibre reinforced polymer (pGFRP) profiles depends significantly on geometrical imperfections (GIs), given their sensitivity to buckling phenomena arising from both thin walls and low elastic moduli. However, GIs are not yet comprehensively addressed in design guidance. This paper proposes a new approach to characterize the initial GIs of pGFRP profiles based on a modal approach. Given the lack of comprehensive knowledge in this area, this study presents a highly accurate and robust methodology to measure GIs and dimensional deviations (DDs) in pGFRP profiles using a 3D contact coordinate measurement machine (CMM). The modal approach encompasses the measurement of dimensional parameters and a point cloud transformation that enables the assessment of GIs associated with pure buckling modes of pGFRP profiles. This procedure allows the quantification of three types of global GIs associated to (i) minor-axis (weak axis), (ii) major-axis (strong axis) bending, and (iii) twist. Additionally, the procedure also includes the assessment of local GIs, considering the wall (plate-like) imperfections. The separation of GIs into these four types (shape and amplitude) is of major relevance as its paves the way to the development of analytical design formulas for the strength prediction of pGFRP members. The approach described in this paper also serves two important purposes: (i) the statistical analysis of DDs and GIs of pGFRP members, and (ii) the identification of distinct shapes and amplitudes of GIs that form the basis for reliable design considerations of pGFRP members.

2DH modelling and mapping of surfbeat-driven flooding in the shadow of a jettied tidal inlet
Near estuaries and harbours, submerged shoals and defence structures impact the exposure to overtopping. These features may be accounted for in two-dimensional horizontal (2DH) numerical models, either based on phase resolving or phase-average solvers for wave propagation. In between, surfbeat solvers, such as in XBeach, combine an affordable computational cost with the ability to generate and propagate the longer infragravity (IG) waves. However, surfzone wave characteristics and the overtopping exposure modelled with XBeach are sensi tive to settings such as the shape of the forcing wave spectra and the numerical scheme for wave propagation. The present paper explores this sensitivity and assesses the performance of different inundation models built with the 2DH surfbeat solver of XBeach. These models were forced with downscaled water levels and directional wave spectra and the results fuelled a discussion bounded by data collected downdrift of the entrance to the harbour of Figueira da Foz (Portugal). The original second-order upwind scheme, which propagates short-waves with a lower numerical diffusion improved the model performance in terms of long-wave height, and an unconventional breaking criterion better represented the cross-shore distribution of short-wave height near the shore. A cali brated model was validated through the hindcast of an overtopping event observed under moderate swell forcing, and was used to map the overtopping exposure during a hypothetical combination of an energetic swell with a water level having a return period of ~70 years. Compared to the default wave spectra shape and model settings, using an appropriate representation of the short-wave directional spectrum at the open boundary was necessary to reproduce the observed overtopping extent. Refining the cross-shore resolution of the model helped to better represent the observed inundation extents, as also did the reduction of the friction coefficient. Addi tional phase-resolving simulations in 1DH overestimated IG wave energy and produced higher and more frequent overtopping discharges. The differences with the calibrated 2DH surfbeat model increased with the proximity of the inlet and with short-wave height and angle of incidence. Overall, required calibration steps were provided. They aim at making 2DH XBeach surfbeat a credible tool for 1) predicting short and IG wave characteristics up to the shoreline, as well as for 2) providing first estimates of exposure to overtopping in areas with shallow and alongshore-irregular morphologies.

À medida que as ameaças ambientais se multiplicam à escala global exige-se uma mais apurada reflexividade sobre as práticas humanas, as formas de utilização dos territórios e seus recursos e a capacidade de previsão e resposta quanto a eventos ambientais extremos, socialmente disruptivos. Ora, é esta capacidade de previsão que a ciência experimenta em uma dimensão cada vez menos segura, entrando em crise os modelos causais e a pertinência do conhecimento empírico baseado em observações do passado, pois o futuro torna-se progressivamente mais incerto e ameaçador. Incerteza e ameaça que se antecipam em cada crise, sob a manifestação dos riscos ambientais [1]. Algumas destas manifestações tornam-se indetetáveis para os sentidos humanos, a não ser pela própria visibilidade das consequências. As comunidades humanas encontram-se, assim, cada vez mais dependentes da análise e do discurso da ciência para perceberem (mesmo que na impossibilidade de compreenderem com exatidão os mecanismos de exposição) os riscos a que estão expostas. A humanidade parece, pois, acossada numa estrutura medieval do medo, o medo do invisível, na emergência de um novo tipo de sociedade colonizada pelo medo e que dá lugar a todas as derivas políticas [2]....

A comprehensive performance assessment system for diagnosis and decision-support to improve water and energy efficiency and its demonstration in Portuguese collective irrigation systems.
In regions with a strong seasonal or interannual asymmetry in the distribution of precipitation and higher frequency of droughts, collective irrigation systems are vital infrastructures for agricultural activity. Although operating for decades, several systems have ageing infrastructures, with relevant water losses and pumping energy inefficiencies. Consequently, the systems are not adequately designed or operated to meet current and future water demand. Therefore, rehabilitation to improve water and energy efficiency while ensuring infrastructure, economic sustainability and service quality is crucial. In this sense, comprehensive approaches using performance assessment to support the planning process or benchmarking between water users associations play an essential role in improving efficiency in collective irrigation systems.

2DH modelling and mapping of surfbeat-driven flooding in the shadow of a jettied tidal inlet
Near estuaries and harbours, submerged shoals and defence structures impact the exposure to overtopping. These features may be accounted for in two-dimensional horizontal (2DH) numerical models, either based on phase resolving or phase-average solvers for wave propagation. In between, surfbeat solvers, such as in XBeach, combine an affordable computational cost with the ability to generate and propagate the longer infragravity (IG) waves. However, surfzone wave characteristics and the overtopping exposure modelled with XBeach are sensi tive to settings such as the shape of the forcing wave spectra and the numerical scheme for wave propagation. The present paper explores this sensitivity and assesses the performance of different inundation models built with the 2DH surfbeat solver of XBeach. These models were forced with downscaled water levels and directional wave spectra and the results fuelled a discussion bounded by data collected downdrift of the entrance to the harbour of Figueira da Foz (Portugal). The original second-order upwind scheme, which propagates short-waves with a lower numerical diffusion improved the model performance in terms of long-wave height, and an unconventional breaking criterion better represented the cross-shore distribution of short-wave height near the shore. A cali brated model was validated through the hindcast of an overtopping event observed under moderate swell forcing, and was used to map the overtopping exposure during a hypothetical combination of an energetic swell with a water level having a return period of ~70 years. Compared to the default wave spectra shape and model settings, using an appropriate representation of the short-wave directional spectrum at the open boundary was necessary to reproduce the observed overtopping extent. Refining the cross-shore resolution of the model helped to better represent the observed inundation extents, as also did the reduction of the friction coefficient. Addi tional phase-resolving simulations in 1DH overestimated IG wave energy and produced higher and more frequent overtopping discharges. The differences with the calibrated 2DH surfbeat model increased with the proximity of the inlet and with short-wave height and angle of incidence. Overall, required calibration steps were provided. They aim at making 2DH XBeach surfbeat a credible tool for 1) predicting short and IG wave characteristics up to the shoreline, as well as for 2) providing first estimates of exposure to overtopping in areas with shallow and alongshore-irregular morphologies.

À medida que as ameaças ambientais se multiplicam à escala global exige-se uma mais apurada reflexividade sobre as práticas humanas, as formas de utilização dos territórios e seus recursos e a capacidade de previsão e resposta quanto a eventos ambientais extremos, socialmente disruptivos. Ora, é esta capacidade de previsão que a ciência experimenta em uma dimensão cada vez menos segura, entrando em crise os modelos causais e a pertinência do conhecimento empírico baseado em observações do passado, pois o futuro torna-se progressivamente mais incerto e ameaçador. Incerteza e ameaça que se antecipam em cada crise, sob a manifestação dos riscos ambientais [1]. Algumas destas manifestações tornam-se indetetáveis para os sentidos humanos, a não ser pela própria visibilidade das consequências. As comunidades humanas encontram-se, assim, cada vez mais dependentes da análise e do discurso da ciência para perceberem (mesmo que na impossibilidade de compreenderem com exatidão os mecanismos de exposição) os riscos a que estão expostas. A humanidade parece, pois, acossada numa estrutura medieval do medo, o medo do invisível, na emergência de um novo tipo de sociedade colonizada pelo medo e que dá lugar a todas as derivas políticas [2]....

A comprehensive performance assessment system for diagnosis and decision-support to improve water and energy efficiency and its demonstration in Portuguese collective irrigation systems.
In regions with a strong seasonal or interannual asymmetry in the distribution of precipitation and higher frequency of droughts, collective irrigation systems are vital infrastructures for agricultural activity. Although operating for decades, several systems have ageing infrastructures, with relevant water losses and pumping energy inefficiencies. Consequently, the systems are not adequately designed or operated to meet current and future water demand. Therefore, rehabilitation to improve water and energy efficiency while ensuring infrastructure, economic sustainability and service quality is crucial. In this sense, comprehensive approaches using performance assessment to support the planning process or benchmarking between water users associations play an essential role in improving efficiency in collective irrigation systems.

Global and local geometrical imperfections of pultruded GFRP profiles based on a modal approach
ABSTRACT - The ultimate capacity of pultruded glass fibre reinforced polymer (pGFRP) profiles depends significantly on geometrical imperfections (GIs), given their sensitivity to buckling phenomena arising from both thin walls and low elastic moduli. However, GIs are not yet comprehensively addressed in design guidance. This paper proposes a new approach to characterize the initial GIs of pGFRP profiles based on a modal approach. Given the lack of comprehensive knowledge in this area, this study presents a highly accurate and robust methodology to measure GIs and dimensional deviations (DDs) in pGFRP profiles using a 3D contact coordinate measurement machine (CMM). The modal approach encompasses the measurement of dimensional parameters and a point cloud transformation that enables the assessment of GIs associated with pure buckling modes of pGFRP profiles. This procedure allows the quantification of three types of global GIs associated to (i) minor-axis (weak axis), (ii) major-axis (strong axis) bending, and (iii) twist. Additionally, the procedure also includes the assessment of local GIs, considering the wall (plate-like) imperfections. The separation of GIs into these four types (shape and amplitude) is of major relevance as its paves the way to the development of analytical design formulas for the strength prediction of pGFRP members. The approach described in this paper also serves two important purposes: (i) the statistical analysis of DDs and GIs of pGFRP members, and (ii) the identification of distinct shapes and amplitudes of GIs that form the basis for reliable design considerations of pGFRP members.

Global and local geometrical imperfections of pultruded GFRP profiles based on a modal approach
ABSTRACT - The ultimate capacity of pultruded glass fibre reinforced polymer (pGFRP) profiles depends significantly on geometrical imperfections (GIs), given their sensitivity to buckling phenomena arising from both thin walls and low elastic moduli. However, GIs are not yet comprehensively addressed in design guidance. This paper proposes a new approach to characterize the initial GIs of pGFRP profiles based on a modal approach. Given the lack of comprehensive knowledge in this area, this study presents a highly accurate and robust methodology to measure GIs and dimensional deviations (DDs) in pGFRP profiles using a 3D contact coordinate measurement machine (CMM). The modal approach encompasses the measurement of dimensional parameters and a point cloud transformation that enables the assessment of GIs associated with pure buckling modes of pGFRP profiles. This procedure allows the quantification of three types of global GIs associated to (i) minor-axis (weak axis), (ii) major-axis (strong axis) bending, and (iii) twist. Additionally, the procedure also includes the assessment of local GIs, considering the wall (plate-like) imperfections. The separation of GIs into these four types (shape and amplitude) is of major relevance as its paves the way to the development of analytical design formulas for the strength prediction of pGFRP members. The approach described in this paper also serves two important purposes: (i) the statistical analysis of DDs and GIs of pGFRP members, and (ii) the identification of distinct shapes and amplitudes of GIs that form the basis for reliable design considerations of pGFRP members.

2DH modelling and mapping of surfbeat-driven flooding in the shadow of a jettied tidal inlet
Near estuaries and harbours, submerged shoals and defence structures impact the exposure to overtopping. These features may be accounted for in two-dimensional horizontal (2DH) numerical models, either based on phase resolving or phase-average solvers for wave propagation. In between, surfbeat solvers, such as in XBeach, combine an affordable computational cost with the ability to generate and propagate the longer infragravity (IG) waves. However, surfzone wave characteristics and the overtopping exposure modelled with XBeach are sensi tive to settings such as the shape of the forcing wave spectra and the numerical scheme for wave propagation. The present paper explores this sensitivity and assesses the performance of different inundation models built with the 2DH surfbeat solver of XBeach. These models were forced with downscaled water levels and directional wave spectra and the results fuelled a discussion bounded by data collected downdrift of the entrance to the harbour of Figueira da Foz (Portugal). The original second-order upwind scheme, which propagates short-waves with a lower numerical diffusion improved the model performance in terms of long-wave height, and an unconventional breaking criterion better represented the cross-shore distribution of short-wave height near the shore. A cali brated model was validated through the hindcast of an overtopping event observed under moderate swell forcing, and was used to map the overtopping exposure during a hypothetical combination of an energetic swell with a water level having a return period of ~70 years. Compared to the default wave spectra shape and model settings, using an appropriate representation of the short-wave directional spectrum at the open boundary was necessary to reproduce the observed overtopping extent. Refining the cross-shore resolution of the model helped to better represent the observed inundation extents, as also did the reduction of the friction coefficient. Addi tional phase-resolving simulations in 1DH overestimated IG wave energy and produced higher and more frequent overtopping discharges. The differences with the calibrated 2DH surfbeat model increased with the proximity of the inlet and with short-wave height and angle of incidence. Overall, required calibration steps were provided. They aim at making 2DH XBeach surfbeat a credible tool for 1) predicting short and IG wave characteristics up to the shoreline, as well as for 2) providing first estimates of exposure to overtopping in areas with shallow and alongshore-irregular morphologies.

À medida que as ameaças ambientais se multiplicam à escala global exige-se uma mais apurada reflexividade sobre as práticas humanas, as formas de utilização dos territórios e seus recursos e a capacidade de previsão e resposta quanto a eventos ambientais extremos, socialmente disruptivos. Ora, é esta capacidade de previsão que a ciência experimenta em uma dimensão cada vez menos segura, entrando em crise os modelos causais e a pertinência do conhecimento empírico baseado em observações do passado, pois o futuro torna-se progressivamente mais incerto e ameaçador. Incerteza e ameaça que se antecipam em cada crise, sob a manifestação dos riscos ambientais [1]. Algumas destas manifestações tornam-se indetetáveis para os sentidos humanos, a não ser pela própria visibilidade das consequências. A comprehensive performance assessment system for diagnosis and decision-support to improve water and energy efficiency and its demonstration in Portuguese collective irrigation systems.
In regions with a strong seasonal or interannual asymmetry in the distribution of precipitation and higher frequency of droughts, collective irrigation systems are vital infrastructures for agricultural activity. Although operating for decades, several systems have ageing infrastructures, with relevant water losses and pumping energy inefficiencies. Consequently, the systems are not adequately designed or operated to meet current and future water demand. Therefore, rehabilitation to improve water and energy efficiency while ensuring infrastructure, economic sustainability and service quality is crucial. In this sense, comprehensive approaches using performance assessment to support the planning process or benchmarking between water users associations play an essential role in improving efficiency in collective irrigation systems.

2DH modelling and mapping of surfbeat-driven flooding in the shadow of a jettied tidal inlet
Near estuaries and harbours, submerged shoals and defence structures impact the exposure to overtopping. These features may be accounted for in two-dimensional horizontal (2DH) numerical models, either based on phase resolving or phase-average solvers for wave propagation. In between, surfbeat solvers, such as in XBeach, combine an affordable computational cost with the ability to generate and propagate the longer infragravity (IG) waves. However, surfzone wave characteristics and the overtopping exposure modelled with XBeach are sensi tive to settings such as the shape of the forcing wave spectra and the numerical scheme for wave propagation. The present paper explores this sensitivity and assesses the performance of different inundation models built with the 2DH surfbeat solver of XBeach. These models were forced with downscaled water levels and directional wave spectra and the results fuelled a discussion bounded by data collected downdrift of the entrance to the harbour of Figueira da Foz (Portugal). The original second-order upwind scheme, which propagates short-waves with a lower numerical diffusion improved the model performance in terms of long-wave height, and an unconventional breaking criterion better represented the cross-shore distribution of short-wave height near the shore. A cali brated model was validated through the hindcast of an overtopping event observed under moderate swell forcing, and was used to map the overtopping exposure during a hypothetical combination of an energetic swell with a water level having a return period of ~70 years. Compared to the default wave spectra shape and model settings, using an appropriate representation of the short-wave directional spectrum at the open boundary was necessary to reproduce the observed overtopping extent. Refining the cross-shore resolution of the model helped to better represent the observed inundation extents, as also did the reduction of the friction coefficient. Addi tional phase-resolving simulations in 1DH overestimated IG wave energy and produced higher and more frequent overtopping discharges. The differences with the calibrated 2DH surfbeat model increased with the proximity of the inlet and with short-wave height and angle of incidence. Overall, required calibration steps were provided. They aim at making 2DH XBeach surfbeat a credible tool for 1) predicting short and IG wave characteristics up to the shoreline, as well as for 2) providing first estimates of exposure to overtopping in areas with shallow and alongshore-irregular morphologies.

À medida que as ameaças ambientais se multiplicam à escala global exige-se uma mais apurada reflexividade sobre as práticas humanas, as formas de utilização dos territórios e seus recursos e a capacidade de previsão e resposta quanto a eventos ambientais extremos, socialmente disruptivos. Ora, é esta capacidade de previsão que a ciência experimenta em uma dimensão cada vez menos segura, entrando em crise os modelos causais e a pertinência do conhecimento empírico baseado em observações do passado, pois o futuro torna-se progressivamente mais incerto e ameaçador. Incerteza e ameaça que se antecipam em cada crise, sob a manifestação dos riscos ambientais [1]. Algumas destas manifestações tornam-se indetetáveis para os sentidos humanos, a não ser pela própria visibilidade das consequências. As comunidades humanas encontram-se, assim, cada vez mais dependentes da análise e do discurso da ciência para perceberem (mesmo que na impossibilidade de compreenderem com exatidão os mecanismos de exposição) os riscos a que estão expostas. A humanidade parece, pois, acossada numa estrutura medieval do medo, o medo do invisível, na emergência de um novo tipo de sociedade colonizada pelo medo e que dá lugar a todas as derivas políticas [2]....

A comprehensive performance assessment system for diagnosis and decision-support to improve water and energy efficiency and its demonstration in Portuguese collective irrigation systems.
In regions with a strong seasonal or interannual asymmetry in the distribution of precipitation and higher frequency of droughts, collective irrigation systems are vital infrastructures for agricultural activity. Although operating for decades, several systems have ageing infrastructures, with relevant water losses and pumping energy inefficiencies. Consequently, the systems are not adequately designed or operated to meet current and future water demand. Therefore, rehabilitation to improve water and energy efficiency while ensuring infrastructure, economic sustainability and service quality is crucial. In this sense, comprehensive approaches using performance assessment to support the planning process or benchmarking between water users associations play an essential role in improving efficiency in collective irrigation systems.

Global and local geometrical imperfections of pultruded GFRP profiles based on a modal approach
ABSTRACT - The ultimate capacity of pultruded glass fibre reinforced polymer (pGFRP) profiles depends significantly on geometrical imperfections (GIs), given their sensitivity to buckling phenomena arising from both thin walls and low elastic moduli. However, GIs are not yet comprehensively addressed in design guidance. This paper proposes a new approach to characterize the initial GIs of pGFRP profiles based on a modal approach. Given the lack of comprehensive knowledge in this area, this study presents a highly accurate and robust methodology to measure GIs and dimensional deviations (DDs) in pGFRP profiles using a 3D contact coordinate measurement machine (CMM). The modal approach encompasses the measurement of dimensional parameters and a point cloud transformation that enables the assessment of GIs associated with pure buckling modes of pGFRP profiles. This procedure allows the quantification of three types of global GIs associated to (i) minor-axis (weak axis), (ii) major-axis (strong axis) bending, and (iii) twist. Additionally, the procedure also includes the assessment of local GIs, considering the wall (plate-like) imperfections. The separation of GIs into these four types (shape and amplitude) is of major relevance as its paves the way to the development of analytical design formulas for the strength prediction of pGFRP members. The approach described in this paper also serves two important purposes: (i) the statistical analysis of DDs and GIs of pGFRP members, and (ii) the identification of distinct shapes and amplitudes of GIs that form the basis for reliable design considerations of pGFRP members.

Therefore, rehabilitation to improve water and energy efficiency while ensuring infrastructure, economic sustainability and service quality is crucial. In this sense, comprehensive approaches using performance assessment to support the planning process or benchmarking between water users associations play an essential role in improving efficiency in collective irrigation systems.
