A 3-D numerical study on the long-term evolution of track geometry under varying train speeds
Railway infrastructure is essential for transportation worldwide, and ensuring its safe and efficient operation is of utmost importance. The ballasted track system is still the most common railway infrastructure type, but the ballast layer can deform and degrade over time, leading to various types of track irregularities and defects. This paper addresses two topics simultaneously that are both known to potentially increase the track geometry degradation: the train speed and railway transitions. The study is performed with an innovative three-dimensional numerical implementation developed to calculate the track's settlement caused by the repeated passage of railway vehicles, and explicitly considering the dynamic interaction between the vehicle and the track, and the evolution of the track's deformation over time. The presented results not only clearly demonstrate that the train speed can significantly affect the track geometry evolution at railway transitions, amplifying its degradation, but also that the long-term response at the entrance segment is quite different than the response at the exit segment of the railway transition. The results of this study can help develop more efficient measures to mitigate the harmful effects associated with the amplification of the track's response, improving the railway infrastructure's safety and efficiency.

Análise vídeo para a determinação do espraiamento e do galgamento em modelos físicos de quebra-mares
O objetivo do presente trabalho foi avaliar o desempenho da metodologia de análise de vídeo Timestack na estimativa do espraiamento e na identificação de eventos de galgamento em modelos físicos de quebra-mares de talude com manto resistente composto por cubos Antifer.No primeiro caso, foi avaliado o espraiamento num modelo físico tridimensional do quebra-mar de taludes, para condições de agitação com incidência frontal e oblíqua relativamente ao talude. No segundo caso, identificaram-se os eventos de galgamento considerando ensaios realizados num modelo físico bidimensional do quebra-mar de taludes. Todos os casos de teste realizados mostraram resultados muito satisfatórios, evidenciando a versatilidade da técnica.

Analysis of flow rate measurement accuracy and traceability of flowmeters in field conditions using clamp-on ultrasonic flowmeters
This study examines the traceability and measurement uncertainty of in situ hydraulic calibration using clamp-on ultrasonic flowmeters as a reference. The procedure compares the equipment readings with the reference ones. Measurement uncertainty evaluation uses GUM formulation, considering the linearity conditions of the mathematical models applied. Experimental values are used to test the procedure and its suitability for actual cases where the expected accuracy needs to be achieved.

Analysis of run-up and overtopping in coastal protection structures: video-monitoring techniques
Marginal protection structures or adherent longitudinal defenses, whose main function is to mitigate overtopping, are structures parallel to the coast. They are intended to serve as protection and shelter against flooding, due to overtopping, dissipating wave energy in their interaction with the structure, and in areas strongly affected by coastal erosion, minimizing the risk of damage to roads, walkways or buildings in the proximity.The evaluation of run-up and overtopping in marginal protection structures is determined according to the conditions of incident sea agitation and the characteristics of the structure, being fundamental for the design of new structures and in the verification of the safety of existing structures.

Aplicação do Safeport no porto de Sines durante a tempestade Dora
O SAFEPORT é um sistema de previsão e alerta de perigos associados a navegação dentro do Porto de Sines. Este documento apresenta uma aplicação deste sistema, mais especificamente, descreve a modelação numérica que permitiu simular o comportamento de três navios amarrados em três terminais do Porto de Sines, sob as condições de agitção marítima causadas pela tempestade Dora. Os alertas emitidos aos movimentos dos navios e às forças exercidas nos seus cabos de amarração permitiram concluir que o sistema SAFEPORT é capaz de prever e emitir alertas em situações potencialmente perigosas.

Assessment of 3D reconstruction techniques in physical models
Damage progression in wave-exposed physical models of rubble-mound breakwaters can be assessed using two methods: traditional quantification of armor element movements or newer approaches involving non-intrusive surveys, utilizing photogrammetry, RGB sensors, Time of Flight depth sensors, and LiDAR laser scanning sensors to determine eroded volumes and depths between consecutive armor layer surveys. These techniques allow for the creation of three-dimensional surface models with varying accuracy, depending on survey conditions and post-processing methodologies. The performance, suitability, and usability of these techniques in assessing damage progression are comparatively evaluated. Furthermore, the advantages and disadvantages of each technique are identified, and a sensitivity analysis is presented for each one.

Assessment of ferrous building materials
Built heritage constitutes a legacy that is received from the past, experienced in the present, and that should be preserved for future generations. However, the succession of this legacy is sometimes lost because the structures have undergone successive conservation or rehabilitation interventions, often unknown or poorly documented throughout their lifetime. This lack of knowledge impacts the assets' performance and maintenance, especially according to the present guidelines for the full benefits of sustainable and resilient practices and solutions in a changing environment. Thus, for the safety, quality, durability, performance, sustainability, and adaptive capacity of built heritage, the identification, characterisation, and diagnosis of the conservation condition of the original materials are usually required.The assessment of the suitability of the new materials for the foreseen functions and the compatibility analysis of repairing materials with the existing ones is, as well, usually required for supporting design specifications, construction practices and procedures appropriate for the building elements to be repaired, preserved, or reused. Decision processes should also be based on solid knowledge of the characteristics and vulnerabilities of materials and products because their suitability to both environmental and operating conditions will primarily affect their performance.This paper aims to emphasise the usefulness of the information provided by nondestructive or semi-destructive microscopic and spectroscopic techniques for the characterisation and condition diagnosis of ancient materials. The examples included in this paper, taken from studies of ancient metallic bridges and metalwork in buildings, illustrate the significant differences in the characteristics of ferrous materials used in Portuguese built heritage. Furthermore, the valuable information gathered on the chemistry and microstructure of materials can be further related to the type of material and the expected mechanical properties. Therefore, the fitness of the original materials used or reused and the suitability of the existing construction practices and both new structural and protection materials can be inferred.

Avaliação da eficiência hídrica nos sistemas prediais de distribuição de água: uma nova proposta para cálculo do balanço hídrico.
À semelhança de outras infraestruturas, os sistemas de distribuição prediais de Água tiveram, em Portugal e no seculo XX, maior enfoque na construção e ampliação, e menor na avaliação da condição infraestrutural para apoio a reabilitação. No seculo XXI, estando os sistemas já amplamente construídos, as exigências tendem a centralizar-se no aumento da eficiência e demonstração de eficácia (i.e., o cumprimento da função para a qual estão destinados). Adicionalmente, devem ser adotadas medidas de sustentabilidade e de adaptação as alterações climáticas, incluindo soluções conducentes a uma maior independência e resiliência dos sistemas (e.g., recolha de agua pluvial de forma descentralizada em edifícios) face a fenómenos externos (e.g., escassez de agua, crise energética). Estes aspetos podem ser mais relevantes em sistemas consolidados, mas são também aplicáveis a sistemas novos ou que sejam alvo de intervenções de ampliação ou redução da rede.

Avaliação da qualidade do serviço
Os serviços públicos de abastecimento de água, gestão das águas residuais e gestão dos resíduos urbanos são estruturais, essenciais ao bem-estar, à saúde pública e à segurança das populações, bem como às atividades económicas e à proteção do ambiente. Estes serviços devem pautar-se por princípios de universalidade de acesso, de continuidade, fiabilidade e qualidade do serviço que suportem o custo eficiente e equidade das tarifas aplicadas. A principal preocupação da regulação destes serviços é a promoção da qualidade do serviço prestado pelas entidades gestoras, focada em três áreas centrais: a proteção dos interesses dos utilizadores, a sustentabilidade da gestão do serviço num patamar de eficiência, e a sustentabilidade ambiental. A ERSAR avalia a qualidade destes serviços desde 2004, ano em que foi desenvolvida a primeira geração do sistema de avaliação, tendo sofrido três revisões periódicas. A presente comunicação tem como objetivo apresentar a metodologia que suportou a definição da quarta geração do sistema de avaliação da qualidade de serviço do setor das águas implementado pela ERSAR, que resultou da experiência adquirida e da aprendizagem em quase duas décadas de aplicação, e dos novos desafios que o sector da água enfrenta.
