As part of the consortium formed by LNEC and Aqualogus, contracted by HCB – Hidroeléctrica de Cahora Bassa to draw up the External Emergency Plan (PEE) for the Cahora Bassa Dam, a team from LNEC travelled to the valley downstream of the Zambezi River in Mozambique.
The LNEC team, comprising researchers Eng. Sílvia Amaral and Dr Tiago Martins, was accompanied by technical staff from the National Institute for Disaster Risk Management and Reduction (INGD), the Central Regional Water Authority (ARA-Centro), and Eng. Hélder René Francisco, representing HCB. During the visit, the team visited various locations in the valley identified as potentially affected in the event of a disaster.
The main objectives of the fieldwork were to gain an understanding of the procedures adopted by the Local Risk Management Committees in emergency situations, as well as to identify and characterise, on the ground, potential support infrastructure in the event of flooding. The team also met with representatives of local authorities in the areas visited, which enabled them to present the project, foster coordination with local bodies and gather relevant information on existing procedures, resources and structures for responding to emergency situations.
This initiative contributes to strengthening the capacity to respond to emergencies associated with major water infrastructure, promoting coordination between the various bodies involved and the protection of people and property located along the Zambezi Valley.
