Although recognized by the water utilities as an important cause for the
systems' functional performance deterioration, with reflexes on the
provided service quality, the fact is that undue inflows' real dimension
is often unknown and a structured process to address this is still not
internalized in most utilities.
PENSAAR 2020, the Portuguese National Plan for the period 2014-2020,
framed the needs for action in the water sector in Portuguese mainland.
Since then, the national strategy was no longer focused only on the
construction of new infrastructure, but also on improving asset
management and the provided service quality, in a sustainability
comprehensive perspective. The control of undue inflows was clearly
identified as an objective to be achieved.
In this context, LNEC promoted iAFLUI, the National Initiative for the
Control of Undue Inflows, which started in 2016 with its first edition,
and continued in 2019 with its on-going second edition. iAFLUI
contributes to the implementation of PENSAAR2020, through the
dissemination of a methodology for the control of undue inflows and the
corresponding capacity building of national water utilities.
