  • Associate Professor, since 2008, of the High Institute of Education and Sciences (ISEC), in Lisbon, responsible for the development and teaching of the scientific programs of the following two disciplines: Extreme Events Management in River Basins, in the Master level course on Engineering Risk in Civil Protection Actions, and; Water Resources, in the graduate level course in Civil Protection Engineering.
  • Head of Water Resources Department, Portuguese Environment Agency (APA), from April 2013 to April 2014.
  • Head of Water Resources Monitoring and Information Systems’ Department, Portuguese Institute for Water (INAG), from December 2009 to April 2013, accumulated with the position of Head of Water Resources Planning and Management Department, from February 2012 to April2013.

Research and Professional Activity

  • The recent activity has been focused on supporting the study of water resources in different geographical environments (Brazil, Cape Verde, Morocco, Angola and Mozambique), and in the development of methodologies for hydrological hydraulic and geomorphological analyses, applied in contract research for water resources studies and analysis of water works failures.
  • As Head of the Water Resources Department of the Portuguese Institute for Water (INAG) he coordinated the study and implementation of automatic monitoring hydrometeorological networks and the development of the National Water Resources Information System (SNIRH) and its Early Warning Flood module (SVARH), with its data retrievel, pre- and post-processing of data and the activities of hydrological and hydraulic modeling.
  • Responsible during the period 1998-2014 for all the technical support to the Reservoirs Management Committee in extreme events situations (floods and droughts) and technical support for the International Commission for the Application and Improvement of the Shared Rivers Convention between Portugal and Spain, including aspects flow regime checking, coordination of flood management actions with the Spanish hydrographic confederations, and harmonization of procedures with Spain in the implementation of the Water Framework Directive (WFD) and exchange of information.
  • He also coordinated the work of the transposition of the Flood Risk Management Directive and the application and development of the aspects of monitoring of the Water Framework Directive (WFD) and other directives of the water. He worked as a representative of INAG / APA in several ministerial committees, such as the National Action Program Committee to the Convention to Combat Desertification (PANCD) and the Portuguese Committee on Prevention, Monitoring and Follow-up of the effects of Drought and Climate Change (CPMAESAC).
