Sewer asset management planning
Wastewater services are fundamental for the protection of public health and environment, population well-being and sustainable development of communities. The value of urban water assets represents a major part of all public infrastructures. These assets must be managed rationally and efficiently, justifying investment priorities in a clear and straightforward way. Effective decision-making requires a comprehensive approach allowing the incorporation of desired performance at acceptable risk levels, considering investment and operational costs. Advanced sewer infrastructure asset management (IAM) is key to achieve and ensure adequate future levels of service, in issues such as flooding of urban areas, pollution prevention, balancing performance, risk and cost. The paper illustrates the integration of different support tools and methods by implementation of the AWARE-P procedure for planning IAM, demonstrated by the experience of fourteen wastewater utilities. Results showed the effectiveness of the tools and methods at different stages of the AWARE-P methodology.

A new approach to improve water loss control using smart metering data
The control of water losses is a major concern in the sustainability of urban water utilities and inpromoting the efficient use of this natural resource. Recent advances in telemetry technology providehigh-resolution consumption data at the consumer level, allowing for a remarkable knowledgeimprovement on the different water balance components. However, few studies focus on systematicapproaches for improving system operation and maintenance by processing and analysing largeamounts of consumption data. This paper presents a new methodology to calculate real losses andapparent losses in distribution networks using data collected from telemetry systems. Themethodology proposes a set of algorithms that are simple to implement. These algorithms were testedon different district metered areas (DMA) to improve understanding about water loss components andhave already been included in commercial software. The results showed that these algorithms arerobust and allow for accurately estimating the background leakage level (and unreported leaks andbursts), detecting earlier the occurrence of bursts and providing important insights into the type ofillegal water uses. The use of these approaches reduced non-revenue water by more than 10% in themajority of the DMA tested. These findings are promising and demonstrate the strong potential oftelemetry systems to reduce water losses and to improve the understanding of water uses.

A tool for a comprehensive assessment of treated wastewater quality
The main goal of a wastewater treatment plant (WWTP) is to comply with the treated wastewater(TWW) quality requirements. However, the assessment of this compliance is a rather complex processfor WWTPs in the EU Member States, since it requires the integration of a large volume of data andseveral criteria according to EU Directives 91/271/EEC and 2000/60/EC. A tool for a comprehensiveassessment of TWW quality in this context is herein presented. The tool's novelty relies on an integratedanalysis of performance indicators (PIs) and new performance indices (PXs). PIs integrate the severalcompliance criteria into a single framework, supported by flowcharts for a straightforward assessment ofTWW compliance by practitioners. PXs are obtained by applying a performance function to the con-centration values analysed in the TWW for discharge or reuse. PXs are dimensionless and the scaleadopted (0e300) defines three performance levels: unsatisfactory, acceptable and good performance.The reference values proposed for these levels and for the PIs were based on the EU legislation. The PXscomplement the information provided by the PIs. While the latter assess the plant effectiveness in agiven year (i.e. the TWW compliance with the requirements), PXs tackle the plant reliability, i.e. theyallow to easily compare the performance of different parameters over the time and to identify when theperformance did satisfy or fail the pre-established objectives and the distance that remains to achievethese targets. The tool was tested in 17WWTPs and the most representative results are herein illustrated.

How to assess the effectiveness of energy management processes in water supply systems
The main objectives that generally motivate the implementation of energy management strategies, suggestions of possible assessment criteria and corresponding performance measures are presented in a systematic way. A methodology based on the hydraulic energy balance along waterpipe systems and four performance indices to assess energy efficiency is established. Thismethodology is applied to a real-life water supply system for two consumption scenarios and two operating schemes. The calculation of index E4 and the comparison between scenarios and schemes rely on the hydraulic simulation of the system. The application of this methodology has demonstrated the robustness and practicality of the proposed new performance indices, being particularly relevant for the comparison of different measures for the improvement of energy efficiency, such as the use of variable speed pumps and the installation of micro-turbines. More applications are needed forsystems with different sizes, layouts and elevations in order to identify and to overcome practical application difficulties.

Analysis of flow rate measurement accuracy and traceability of flowmeters in field conditions using clamp-on ultrasonic flowmeters
This study examines the traceability and measurement uncertainty of in situ hydraulic calibration using clamp-on ultrasonic flowmeters as a reference. The procedure compares the equipment readings with the reference ones. Measurement uncertainty evaluation uses GUM formulation, considering the linearity conditions of the mathematical models applied. Experimental values are used to test the procedure and its suitability for actual cases where the expected accuracy needs to be achieved.

Avaliação da eficiência hídrica nos sistemas prediais de distribuição de água: uma nova proposta para cálculo do balanço hídrico.
À semelhança de outras infraestruturas, os sistemas de distribuição prediais de Água tiveram, em Portugal e no seculo XX, maior enfoque na construção e ampliação, e menor na avaliação da condição infraestrutural para apoio a reabilitação. No seculo XXI, estando os sistemas já amplamente construídos, as exigências tendem a centralizar-se no aumento da eficiência e demonstração de eficácia (i.e., o cumprimento da função para a qual estão destinados). Adicionalmente, devem ser adotadas medidas de sustentabilidade e de adaptação as alterações climáticas, incluindo soluções conducentes a uma maior independência e resiliência dos sistemas (e.g., recolha de agua pluvial de forma descentralizada em edifícios) face a fenómenos externos (e.g., escassez de agua, crise energética). Estes aspetos podem ser mais relevantes em sistemas consolidados, mas são também aplicáveis a sistemas novos ou que sejam alvo de intervenções de ampliação ou redução da rede.

Avaliação da qualidade do serviço
Os serviços públicos de abastecimento de água, gestão das águas residuais e gestão dos resíduos urbanos são estruturais, essenciais ao bem-estar, à saúde pública e à segurança das populações, bem como às atividades económicas e à proteção do ambiente. Estes serviços devem pautar-se por princípios de universalidade de acesso, de continuidade, fiabilidade e qualidade do serviço que suportem o custo eficiente e equidade das tarifas aplicadas. A principal preocupação da regulação destes serviços é a promoção da qualidade do serviço prestado pelas entidades gestoras, focada em três áreas centrais: a proteção dos interesses dos utilizadores, a sustentabilidade da gestão do serviço num patamar de eficiência, e a sustentabilidade ambiental. A ERSAR avalia a qualidade destes serviços desde 2004, ano em que foi desenvolvida a primeira geração do sistema de avaliação, tendo sofrido três revisões periódicas. A presente comunicação tem como objetivo apresentar a metodologia que suportou a definição da quarta geração do sistema de avaliação da qualidade de serviço do setor das águas implementado pela ERSAR, que resultou da experiência adquirida e da aprendizagem em quase duas décadas de aplicação, e dos novos desafios que o sector da água enfrenta.

Os sistemas urbanos de água são compostos por diversos ativos com diferentes funções, vidas úteis, custos no ciclo de vida, idades e estados de conservação (Alegre e Coelho, 2012), sendo um dos principais desafios para as entidades gestoras a tomada de decisão quanto aos ativos que devem ser inspecionados, mantidos, reparados, renovados ou substituídos nas suas infraestruturas (Vanier, 2006). A 2.ª geração do sistema de avaliação da qualidade do serviço resultou da análise crítica do sistema de indicadores adoptado na 1.ª geração e da respectiva aplicação desde 2004 ao universo das entidades concessionárias e teve em conta o estado actual de conhecimentos e a experiência internacional entretanto adquirida. Para além da identificação e da especificação de todos os componentes do sistema de avaliação, e em particular do conjunto de indicadores de qualidade do serviço a utilizar em cada um dos três tipos de serviços, são também definidos os procedimentos de avaliação, através da definição da informação a obter, do cálculo de indicadores, da sua interpretação e análise comparativa, numa perspectiva de benchmarking, e da produção do relatório de síntese.

A simulação matemática dos sistemas de abastecimento de água é hoje em dia uma ferramenta indispensável aos serviços de água, para apoio a uma gestão técnica racional. O campo de aplicação é variado, sendo um auxiliar das actividades de planeamento, de projecto, de operação e demanutenção. Destacam-se o apoio ao dimensionamento de novas redes, aos programas de reabilitação, ao licenciamento de novas ligações, ao controlo de perdas de água, ao controlo da qualidade da água nas redes ou à gestão optimizada de energia.Em Portugal, o desenvolvimento e a aplicação de modelos matemáticos de sistemas de distribuição de água iniciou-se na década de 80, com o modelo da rede de Almada, elaborado em 1981 pelo LNEC. Depois dealguns anos em que a actividade realizada se centrou essencialmente no ambiente científico e académico, as empresas de consultoria começaram a ganhar espaço de mercado na prestação deste tipo de serviços para as entidades gestoras. Development of soft sensors based on analytical and spectral data on a real small size wastewater treatment plant
Advances in measurement and automation technologies enabled the deployment of monitoring systems with data acquisition at high frequency in Wastewater Treatment Plants (WWTP). The aim of this work is the design of soft sensors to predict hard-to-measure quality variables of wastewater required for mechanistic modeling of the biological treatment system in a real municipal WWTP. The input data collected in the WWTP using a flowmeter and spectro-photometric and electrochemical online probes, sampling campaigns and on-line analysis, was used for the development of soft sensors by multivariate analysis, like Principal Component Analysis (PCA) and Partial Least Squares (PLS) regression. Exploratory data analysis was performed in order to detect outliers, patterns and correlations. PLS models for soft sensors were developed using leave-one-out cross validation and the predictive capacity of independent data was evaluated by root mean square error (RMSE). The normalized RMSE obtained for organic nitrogen prediction were 19.5% and 18.1%, using sensors with analytical and spectral data, respectively. The possibility of using spectro-photometric probes providing measurements of a single wavelength was evaluated in order to reduce the online monitoring investment costs.

Municipalities and/or sewer operators have to decide investment strategies to rehabilitate and upgradeboth the efficiency and quality of their sewer systems. Frequently, such decisions are based on limitedinformation and do not consider simultaneously the sewer pipes, the wastewater treatment plant andthe receiving environment, especially groundwater. In order to provide some basic working elements tohelp operators in making such decisions, Work Area 4 (WA4) within the APUSS project, described in thepresent chapter included three topics:i) the definition of a set of infiltration/exfiltration specific performance indicators, PIs;ii) the proposition of a generic multi-criteria methodology to compare investment strategieswhich is elaborated separately in Chapter 10 and;iii) the analysis of cost structures of sewer systems and costings for the new tracer methods proposed in the APUSS methodology (as outlined in Chapter 2).
