Modelação do decaimento de cloro em sistema de distribuição de água para reutilização
A água residual tratada é uma fonte de água alternativa e a sua utilização contribui para a mitigação da escassez de água, através da aplicação da água para reutilização (ApR) em usos compatíveis, como rega de espaços verdes e lavagem de ruas. A modelação do decaimento de cloro em Sistemas de Distribuição de ApR (SDApR), englobando o decaimento de cloro no seio da água e o decaimento de parede, carece de estudos que proponham metodologias de implementação, bem como de trabalho experimental (laboratorial (e.g. testes de decaimento de cloro em ApR) e à escala real). Este artigo apresenta uma metodologia para modelação do decaimento de cloro em SDApR, tendo em conta a modelação hidráulica, o decaimento no seio da água e o decaimento devido à parede, que pretende servir de ferramenta de apoio à identificação das gamas de desinfetante a aplicar e a manter nas redes, contribuindo para promover uma adequada gestão e manutenção da desinfeção. As condições de operação do sistema, as características de qualidade da ApR e os requisitos de residual de cloro a manter na rede são condicionantes a considerar na modelação de um SDApR. Dados os níveis de amónia dos efluentes tratados em Portugal, deve ser dada especial atenção à seleção do desinfetante, propondo-se um residual de monocloramina.

Nature-Based Solutions for water management: insights to assess the contribution to urban resilience.
Assessing the Nature-Based Solutions (NBS) contribution to urban resilience, along with developing tools capable of demonstrating their long-term value, comprises a most needed step forward. Nevertheless, the NBS contribution to urban resilience has been yet slightly explored. Given the urban resilience complexity and multiple NBS capabilities, specific needs for a robust assessment should be investigated. This paper identifies the requirements for a comprehensive assessment of the NBS contribution to urban resilience and analyses the main assessment frameworks focused on resilience and NBS for urban drainage. First, the evolution of the resilience concept and relevant resilience assessment frameworks (RAF) are presented. Secondly, NBS challenges to enhance resilience and NBS assessment proposals are analysed. Thirdly, the attributes for assessing urban resilience and aspects to assess the NBS contribution are analysed. To conclude, a critical analysis of the assessment approaches is presented. Important challenges across the RAF have been identified, especially regarding their feasibility of application. Based on the performed analysis, most RAFs are not feasible for city benchmarking and assessing the resilience evolution over time, neither for assessing comprehensively the NBS contribution. Regarding specifically the NBS assessment proposals, just one focused on urban resilience was developed to date, which allows evaluating their contribution over time, between cities, or between different NBS.

Quality assessment of small urban catchments stormwater models: A new approach using old metrics
Small urban catchments pose challenges in applying performance metrics when comparing measured and simulated hydrographs. Indeed, results are hampered by the short peak flows, due to rainfall variability and measurement synchronization errors, and it can be both difficult and inconvenient to remove base flows from the analysis, given their influence on combined sewer overflow (CSO) performance. A new approach, based on the application of metrics to peak flows for a selected set of different durations, is proposed and tested to support model quality assessment and calibration. Its advantages are: avoiding inconveniences arising from lags in peak flows and subjectivity of possible adjustments; favouring the assessment of the influence of base flow variability and flow lamination by CSOs; promoting integrated analysis for a wide range of rainfall events; facilitating bias identification and also guiding calibration. However, this new approach tends to provide results (e.g., for NSE, r2 and PBIAS) closer to optimal values than when applying metrics to compare the measured and simulated values of hydrographs, so the comparison of results with thresholds widely used in the literature should be done with caution. The use of resilience metrics to support decision making in drinking water systems.
Performance assessment is essential for effectively managing drinking water systems. It allows to understand the system's behaviour, identify critical components and subsystems, and help with the decision analysis of measures to improve economic, infrastructural and water and energy resources. The current paper proposes an updated methodology for diagnosing drinking water networks, considering different perspectives: water and energy efficiency, infrastructural sustainability, and the quality of service provided, including resilience and redundancy concepts. Several performance indicators and indexes, including Resilience index and Entropy, are recommended to describe each perspective. The methodology is applied to a real-life network, and the attained results are discussed. The status quo situation for the network area is assessed, and the main problems are identified (i.e., high friction losses, inefficient pump operation, old pump equipment). Different improvement solutions are considered (e.g., pipe replacement with higher diameter, pump operation improvement, pump replacement). These interventions are considered individually or combined. Using the resilience-based perspective with other performance assessment criteria has provided a broader assessment. The resilience index has proven sensitive to the different alternatives, endorsing the system's efficiency. Smaller values of the resilience index indicate that a small amount of energy in excess is available as surplus energy in the consumption nodes, being dissipated, either as pumping inefficiencies, water losses, or friction and singular head losses. The Entropy metric is sensitive to the network layout and is helpful in alternatives that consider flow path alterations to prevent the impact of pipe failure. The best improvement alternative achieves a considerable enhancement in energy efficiency, maintains a good quality of service, improves the system's infrastructural sustainability, and corresponds to the highest resilience index value.

Water, energy, and emissions nexus: Effect of inflows in urban drainage systems
The urban water sector significantly contributes to energy consumption and greenhouse gas (GHG) emissions. Detailed assessment of the wastewater system input provides opportunities for improving the water, energy, and emissions nexus. Upgrading urban wastewater treatment plants with activated carbon materials
Wastewater treatment plants (WWTPs) play a key role in the overall urban water cycle by controlling urban contaminants and thus preventing their release in the environment. During the LIFE IMPETUS project (LIFE14/ENV/PT/000739) we developed and tested novel powderedactivated carbons (PACs) for improved control of PhCs and organic matter (OM) in urban WWTPs with conventional activated sludge (CAS) treatment. The lab-scale experimental data in single- and multi-solute conditions in will allow benchmarking our engineered biomass-derived PACs with golden commercial PACs in scenarios with varying amounts of EfOM. Through advanced data modelling, this approach allows estimating the PAC dose required for a given removal of the target-PhCs in urban watewater treatment.

A multidisciplinary approach to assess impact of climate change hazards on urban resilience.
Management of urban areas is complex. They are vulnerable and continuously evolving, with interacting strategic services, assets and stakeholders. Potential effects of climate dynamics and natural hazards such as intense precipitation events, tidal effects or droughts, may significantly impact the strategic services, people, natural environment and economy. These challenges require a multidisciplinary approach to urban resilience, incorporating interdependencies between systems. In this light, a resilience assessment framework was developed based on a multidisciplinary approach integrating risk related aspects, cascading effects, contributions from the society and urban risk awareness as well as impact of climate change. It provides an objective-driven resilience diagnosis of urban cities and services, tracking the progress of resilience over time. The paper briefly presents the framework and the main results of its application to three cities with diverse contexts, focusing on the mentioned aspects. It demonstrates that the framework supports identification of improvement opportunities contributing to reduce risk to climate change hazards.

A qualidade da água e a ocorrência de incrustações em sistemas de abastecimento
A ocorrência de incrustações de carbonato de cálcio em sistemas de abastecimento é um fenómeno relativamente complexo que pode acontecer quando a água à entrada do sistema tem dureza elevada e existem condições favoráveis à precipitação, que se podem alterar ao longo do sistema. Os precipitados acumulam-se na rede originando obstruções com diferentes níveis de gravidade que podem atingir 90-100% da secção das condutas. Este problema afeta seriamente a qualidade do serviço, reduzindo a pressão e a quantidade de água nos pontos de consumo, causando interrupções no abastecimento, e originando um aumento dos gastos com energia para bombeamento da água e com a limpeza e substituição de condutas e equipamentos. O artigo apresenta um estudo sobre o potencial incrustante da água de consumo num sistema de abastecimento localizado em Portugal e a sua evolução desde a origem até aos pontos de consumo. Apresentam-se também os resultados da caraterização química, mineralógica e microestrutural das incrustações formadas nesse sistema. Este tipo de estudos permite apoiar a tomada de decisão das entidades gestoras na operação e reabilitação da rede, através da identificação de locais críticos e de fatores de risco que importa controlar.

Afluências indevidas: Abordagem iAFLUI de planeamento integrado
As afluências indevidas a sistemas de coletores ou a sistemas naturais são fonte reconhecida de problemas funcionais, com grandes consequências para as entidades gestoras (EG), as comunidades e o meio ambiente. As mudanças climáticas tendem a agravar a magnitude destas afluências, bem como acelerar a deterioração dos componentes dos sistemas. O controlo efetivo de afluências indevidas requer a identificação de mecanismos específicos de causa-efeito e os tipos predominantes em cada caso. Sendo que estas afluências podem ter consequências em diversas dimensões do desempenho das EG, afigura-se como essencial adotar uma abordagem integrada para o planeamento da atuação para o controlo destas afluências. Neste artigo apresenta-se a relevância do problema a partir da informação disponível. A abordagem integrada iAFLUI para planeamento da atuação para controlo de afluências indevidas é descrita. Esta centra-se na perspetiva das EG, assumindo o alinhamento com o planeamento estratégico, tendo em conta as características da organização e o sistema gerido, sendo aplicável a diferentes tipos de afluências indevidas e sistemas. A aplicação a 22 EG permitiu validar a abordagem e consolidar o sistema de avaliação de desempenho específico.

Avaliação do risco para a saúde humana associado à reutilização de água: construção de cenários de exposição
Em zonas urbanas interiores e, paradoxalmente, também costeiras, a água constitui um desafio crescente pela, também frequentemente crescente, escassez promovida pelo aumento da ocorrência, severidade e duração de secas a par do aumento da procura devido ao crescimento económico e populacional. É, portanto, necessário acelerar a transformação para economias inteligentes no uso de água, entre outros aspetos, reduzindo o consumo de água potável e aumentando a reutilização de água em usos não potáveis, compatíveis com a qualidade da água para reutilização. Para tal, é preciso aumentar a confiança e a segurança na reutilização de água. A avaliação do risco constitui a ferramenta chave para o efeito, mas os procedimentos para a sua realização, em particular, o estabelecimento dos cenários de exposição, não estão ainda agilizados. Os cenários de exposição estabelecem de que modo e em que circunstâncias as populações e o ambiente podem estar expostos aos perigos. Designing renewable-source derived activated carbons for the adsorption of pharmaceutical compounds from urban wastewater
The removal of pharmaceutical compounds (PhCs) from water has numerous challenges mainly associated with their low concentration and varied nature and physicalo-chemical properties. Activated carbon adsorption and ozonation are considered consolidated technologies, with confirmed cost-efficient elimination of organic microcontaminants and toxicity in several full-scale wastewater treatment plants (WWTPs), namely in Switzerland and in Germany. Several biomass precursors, activation agents, and routes were explored at lab-scale (including cork processing by-products and carob processing acid residues pinpointing pine nut shell (PNS) as the most promising raw material: PAC steam activated sample PNS77/Steam performed similarly to the commercial golden standards (from Cabot-Norit and Chemviron). PNS-derived PAC production was scaled-up using CO2 activation and results prove that, for similar burn-off degrees, steam and CO2 activation attain similar and excellent textural properties. Engineered biomass-derived activated carbons for water treatment

Iniciativa colaborativa para a gestão de ativos de edifícios de uso coletivo
Um dos atuais desafios das entidades gestoras de edifícios, designadamente as que se referem a edifícios de uso coletivo, é o processo de tomada de decisão sobre quais os elementos ou componentes a reabilitar prioritariamente, verificando-se que, muito frequentemente, as intervenções implementadas são do tipo reativo, não se relacionando as necessidades de reabilitação ou intervenção com o desempenho do edifício. A abordagem da gestão de ativos de acordo com as normas ISO 55000 é atualmente reconhecida como essencial para a qualidade e sustentabilidade dos ativos físicos como os edifícios de uso coletivo e auxilia as entidades gestoras na promoção da sua resiliência, na adaptabilidade a situações adversas, na melhoria da resposta em situações extremas e no cumprimento de exigências de regulamentação. No presente artigo apresenta-se a situação atual da gestão de ativos de edifícios de uso coletivo em Portugal, sendo identificadas as oportunidades que se colocam às entidades gestoras. Neste contexto, em 2022 será promovida pelo LNEC a iEUC - Iniciativa para a Gestão de Ativos de Edifícios de Uso Coletivo, através da qual se prevê a disseminação de uma metodologia para a gestão deste tipo de ativos e a correspondente capacitação de entidades gestoras nacionais.

A simulação matemática dos sistemas de abastecimento de água é hoje em dia uma ferramenta indispensável aos serviços de água, para apoio a uma gestão técnica racional. O campo de aplicação é variado, sendo um auxiliar das actividades de planeamento, de projecto, de operação e demanutenção. Destacam-se o apoio ao dimensionamento de novas redes, aos programas de reabilitação, ao licenciamento de novas ligações, ao controlo de perdas de água, ao controlo da qualidade da água nas redes ou à gestão optimizada de energia.Em Portugal, o desenvolvimento e a aplicação de modelos matemáticos de sistemas de distribuição de água iniciou-se na década de 80, com o modelo da rede de Almada, elaborado em 1981 pelo LNEC. Controlling organic micropollutants in urban (waste) water treatment by activated carbon adsorption and membrane technology.
The number of climate-related disasters has progressively increased in the last two decades and this trend will drastically exacerbate in the medium- and long-term horizons according to climate change projections. In this framework, through a multi-disciplinary team and a strong background acquired in recent projects, ICARIA aims to promote the use of asset-level modeling to achieve a better understanding of climate related tangible direct and indirect impacts on critical assets due to complex, cascading, and compound disasters. Furthermore, it takes into account the related risk reduction provided by suitable, sustainable, and cost-effective adaptation solutions. ICARIA focuses on both (i) critical assets and services that were not designed for potential climate change-related impacts that can increase the unplanned outages and failures, and (ii) on housing, natural areas, and population. Cutting edge methods regarding climate scenario building, asset-level-coupled models, and multi-risk assessment approaches will be implemented and replicated in three EU regions to understand how future climate scenarios might affect critical assets and to provide decision-making support tools to private and public risk owners to assess the costs and benefits of various adaptation solutions.

Activated carbons in full-scale advanced wastewater treatment
Activated carbons are versatile adsorbents that can play a crucial role in the enhancement of wastewater treatment, namely by controlling organic microcontaminants of emerging concern (CECs) and organic matter. These materials have a 100-year market availability, large scientific testing at lab-scale and applicability in consolidated technologies. However, the use of activated carbons at full-scale wastewater treatment is still emerging, driven by the increasing awareness on environmental and human threats mainly resulting from CECs. The present chapter reviews the literature on the application of activated carbons in full- or large pilot-scale plants, highlighting the state-of-art knowledge on practical issues on operational set-ups, improvements on water overall quality, and costs. The selection criteria and properties of the powdered and granular (PAC and GAC) materials used, and the pros and critical aspects of their application, relevant for product development and process optimisation, are also analysed and determine the research needs proposed for a technical, economic, and environmentally sustainable application of activated carbon in full-scale advanced wastewater treatment.

Assessing urban resilience to cope with climate change (Cap. 7)
Urban areas are dynamic, complex, and vulnerable systems involving multiple strategic services such as water supply, wastewater, and stormwater and waste management. Climate-change trends may directly affect the urban water cycle, through heavy rainfall, tides, and droughts, potentially causing cascading impacts with serious consequences for people, the natural and built environments, and the economy. These challenges to urban areas require an integrated and sustainable approach to increase their resilience, with the allocation of the needed resources, including the development and implementation of disaster risk reduction (DRR) strategies, plans, and regulations in all relevant sectors. This chapter describes a resilience-assessment framework to be used by cities and urban-service managers. It considers a structured and objective-driven assessment aiming at supporting the development and monitoring of cities' and urban services' resilience action plans, thus contributing to appropriate DRR investments. Our approach considers four resilience dimensions: organizational, spatial, functional, and physical. It is aligned with the UNDRR's Disaster Resilience Scorecard for Cities and addresses the priorities of the Sendai Framework for Disaster Risk Reduction. In this chapter, we apply the resilience-assessment framework to the waste and mobility sectors in Lisbon (Portugal), identifying main opportunities to enhance their resilience and supporting the development of resilience and DRR strategies.

Management of Urban Drainage Infrastructure
This chapter briefly presents concepts and methodologies to support the management of urban drainage infrastructure. After the introduction, data requirements for assessing the condition of urban drainage systems are presented. Data can be collected in different ways. Data analysis allows for determining structural and functional issues and system performance. The causes and consequences of failures are required for condition assessment and are the subject of the risk section. Any intervention in the urban drainage system has a cost that must be assessed. Mathematical modelling of the urban drainage systems has an advantage for evaluating the hydraulic and structural performance. Decisions on the management of urban drainage rehabilitation need to be addressed considering the different points of view or aspects that are often contradictory. This may be addressed by using multi-criteria decision analysis methodologies.

Risk Analysis of Water Harvesting Systems
Rainwater harvesting systems (RWHS) can result in important benefits, but there are a number of potential negative risks. The risks associated with RWHS depend on several factors and duly consideration is required to ensure that risks associated with this type of solutions are low. Therefore, a generic and systematic approach to manage risk is required. This chapter introduces a brief overview of concepts and terminology adopted. Subsequently, an overview of common approaches to risk management is presented. The chapter focuses on specific aspects for the application of these approaches to RWHS, with emphasis on risk identification, specific risk treatment action, and monitoring. Different approaches on how to determine risks such as water safety plan (WSP), risk management process (RMP), and hazard analysis and critical control point (HACCP) can be used, but all of them have some common steps.

The water cycle modelling and assessment solutions toolkit
This report documents the final release of the water cycle modelling and assessment solutions toolkit, which is comprised of the following eight tools: UWOT #22, regional demand-supply matching GIS tool #23, reclaimed water distribution network water quality model #24, water-energy-phosphorous balance planning module #25, QMRA+ #26, risk assessment for urban water reuse module #27, short-term demand forecasting tool #28 and SuTRa #31 and complements the other toolkit. It includes the following aspects: tool description, attributes and information around pre-existing background, developments and advancements within the project, navigation and primary functionalities, interoperability, indicative applications and synergistic benefits and how to access each tool and test data. It presents the use of the tools in the LLs by explaining the tools' integrative use, conceptual links, data flows and pilot interactions.
