Water distribution systems flow monitoring and anomalous event detection: A practical approach
Methods to detect outliers in network flow measurements that may be due to pipe bursts or unusual consumptions are fundamental to improve water distribution system on-line operation and management, and to ensure reliable historical data for sustainable planning and design of these systems. To detect and classify anomalous events in flow data from district metering areas a four-step methodology was adopted, implemented and tested: i) data acquisition, ii) data validation and normalization, iii) anomalous observation detection, iv) anomalous event detection and characterization. This approach is based on the renewed concept of outlier regions and depends on a reduced number of configuration parameters: the number of past observations, the true positive rate and the false positive rate. Results indicate that this approach is flexible and applicable to the detection of different types of events (e.g., pipe burst, unusual consumption) and to different flow time series (e.g., instantaneous, minimum night flow).

A key worldwide challenge in most sectors is to boost the effective adoption of innovation, as underpinned by the new European Union research programme Horizon 2020, which focuses on increasing innovation in Europe from 2014 to 2020. Energy performance indicators of wastewater treatment: a field study with 17 Portuguese plants
The energy costs usually represent the second largest part of the running costs of a wastewatertreatment plant (WWTP). It is therefore crucial to increase the energy efficiency of theseinfrastructures and to implement energy management systems, where quantitative performancemetrics, such as performance indicators (PIs), play a key role. This paper presents energy PIs whichcover the unit energy consumption, production, net use from external sources and costs, and theresults used to validate them and derive their reference values. Framework for technical evaluation of decision support systems based on water smart metering: the iWIDGET case
Water smart metering enables the measurement and reporting of water consumption at sub-daily intervals. Novel performance assessment indices for domestic water use
This paper presents a novel methodology for evaluating the efficiency of indoor domestic water use based on performance assessment functions that convert state variables (e.g. flow rate, volume) into performance indices ranging from 0 (the lowest performance) to 300 (excellent performance). Performance functions have been developed for the most common water use devices in the household. An overall household water use index was obtained from the individual water use device indices by weighting each device in accordance with the consumption structure of the household. The application of this methodology to 43 households allowed the quantification of potential water savings and the identification of device-specific measures to increase the water use efficiency

On-line monitoring for improved wastewater system management: applications of UV-visible spectroscopy
The value of on-line UV/vis spectroscopy for wastewater quality monitoring in two different sewage management situations was confirmed. For decentralised wastewater treatment, spectral on-line monitoring of key quality parameters (COD, organic N) at the WWTP inlet was found to be possible, at two plants of different sizes and inflow characteristics. The produced data allowed the dynamic modelling of the treatment processes and the testing of control scenarios. In situ spectral monitoring in sewers was also successfully tested, with high potential in the management of drainage networks subjected to storm water inflows. In both situations, on-line UV/ vis spectrophotometry can thus become a key technology for real-time system management, leading to better use of infrastructures and resources and the achievement of environmental objectives more consistently and at lower costs.

Sewer asset management planning
Wastewater services are fundamental for the protection of public health and environment, population well-being and sustainable development of communities. The value of urban water assets represents a major part of all public infrastructures. These assets must be managed rationally and efficiently, justifying investment priorities in a clear and straightforward way. Effective decision-making requires a comprehensive approach allowing the incorporation of desired performance at acceptable risk levels, considering investment and operational costs. Advanced sewer infrastructure asset management (IAM) is key to achieve and ensure adequate future levels of service, in issues such as flooding of urban areas, pollution prevention, balancing performance, risk and cost. The paper illustrates the integration of different support tools and methods by implementation of the AWARE-P procedure for planning IAM, demonstrated by the experience of fourteen wastewater utilities. Results showed the effectiveness of the tools and methods at different stages of the AWARE-P methodology.

A comprehensive framework to assess energy efficiency in urban water and wastewater systems
Energy efficiency is inextricably linked to the sustainability of urban water services (UWS) since it corresponds to 30-40% of operational costs in drinking water and wastewater services. Energy costs are mainly associated with network pumping and aeration in wastewater treatment. A comprehensive framework for diagnosis of energy consumption and efficiency in water and wastewater systems involving four levels of analysis: overall UWS (level 1), each stage of the UWS (level 2), infrastructure component (level 3) (e.g., network distribution area, wastewater treatment facilities) and processes or equipment in each component (level 4) (e.g., pumping station, air mixing equipment). The assessment system proposed for the levels of analysis 2 and 3 and the approach for diagnosis and prioritization is explored in a water utility in this paper. It was demonstrated the potential of the framework to identify the different sources of inefficiencies and the impact in effectiveness and locate critical infrastructures for a more detailed analysis. This demonstrates the potential for applicability of the approach to other water utilities that participate in the Avaler+ project as well for general applicability.

Aplicação de metodologia de avaliação de desempenho a sistemas de águas pluviais
A avaliação de desempenho é uma importante ferramenta de gestão no setor da água e a sua integração na gestão dos sistemas de águas pluviais (SAP) poderá constituir uma mais-valia para as entidades gestoras. Neste sentido, identificou-se a necessidade de desenvolver uma metodologia de avaliação de desempenho de SAP, que seja abrangente, objetiva, padronizada e flexível na sua aplicação. A metodologia apresentada é composta por objetivos, critérios de avaliação e indicadores de desempenho (ID), que constituem etapas de relevo na avaliação de desempenho. O objetivo do presente trabalho consistiu no desenvolvimento de um sistema de avaliação de desempenho a um caso de estudo, na bacia da Quinta do Borel, no concelho da Amadora. Os ID foram calculados a partir de dados obtidos em campanhas de inspeção e monitorização e de simulações hidráulicas de cenários climáticos e soluções de intervenção. As principais falhas de desempenho identificadas relacionam-se com a ocorrência de inundações, a existência de ligações indevidas de efluente doméstico ao SAP, a falta de capacidade hidráulica dos coletores em parte da rede pluvial e coletores sem capacidade de autolimpeza. Foram feitas recomendações de melhoria de desempenho e de obtenção de informação no caso de ID sem dados disponíveis e avaliou-se o potencial da metodologia proposta.

Approach To Develop a Climate Change Resilience Assessment Framework
Urban areas are complex, vulnerable and continuously evolving, with interacting strategic services, assets and stakeholders. Potential effects of climate dynamics on urban areas may include the aggravation of current conditions, with identification of new hazards or risk drivers. These challenges require an integrated and forward-looking approach to sustainable urban development. Several tools and frameworks for assessing resilience have already been developed in different fields of study. However, aiming to focus on climate change, urban services and infrastructure, some specific needs were identified. In this light, a resilience assessment framework was developed to direct and facilitate an objective-driven resilience diagnosis of urban cities and services; to support decision on selection of resilience measures and development of strategies to enhance resilience to climate change; to outline a path to co-build Resilience Action Plans; and to track the progress of resilience in the city or in the service over time. The paper presents an outline of the structure of the framework and details the approach used in its development, including engagement tools and actions undertaken to assure stakeholder involvement in its development, validation and testing.

As soluções baseadas na natureza como instrumentos para a resiliência urbana
A resiliência emergiu como uma perspetiva atraente em relação às cidades, teorizadas como sistemas altamente complexos e adaptativos [1]. Um dos objetivos do desenvolvimento sustentável, propostos pela UNHABITAT, estabelece a resiliência nas cidades como uma questão crítica. A resiliência é usualmente entendida como a capacidade do sistema de absorver perturbações e reorganizar-se enquanto sofre mudanças. Este processo, de melhoria continua, visa essencialmente reter a mesma função, estrutura e identidade [2]. As soluções baseadas na natureza (Nature Based Solutions, NBS) surgiram como soluções sustentáveis para contribuir para a resiliência das cidades de forma a enfrentar os desafios das alterações climáticas. Alguns exemplos de NBS para controlo de caudais pluviais são bacias de retenção, coberturas verdes, zonas húmidas contruídas, valas com cobertura vegetal, entre outras. A União Europeia (UE) define NBS como ações que visam ajudar as sociedades face aos desafios ambientais, sociais e económicos de forma sustentável [3]. Esta comunicação visa apresentar a contribuição das NBS para a resiliência urbana, analisando os vários projetos e identificando as lacunas existentes. Também será desenvolvida uma análise dos sistemas de avaliação existentes e apresentada a estrutura preliminar de um sistema de avaliação do contributo das NBS para a resiliência urbana.

Consumo de energia nos serviços urbanos de água em Portugal Continental. Resultados 2004-2017
Nos serviços urbanos de água, os gastos com energia podem corresponder a 25-40% dos gastos operacionais das entidades gestoras destes sistemas. O projeto Avaler+ pretende avaliar e melhorar o desempenho energético dos sistemas de abastecimento de água (SAA) e dos sistemas de águas residuais e pluviais (SARP). A avaliação da situação de referência do consumo e eficiencia energética é determinante para previsão da sua evolução, estabelecimento de metas e avaliação do impacto das medidas de melhoria. Este artigo apresenta a metodologia e os resultados do consumo e eficiência energética setor urbano em Portugal, entre 2004 e 2017. Os dados analisados demonstram um aumento do consumo anual de energia no setor nos últimos 7 anos. Em 2017, o consumo total apurado foi de 1,1 TWh, 62% dos quais nos SAA e 38% nos SARP. Em SAA, o principal consumo de energia ocorreu no bombeamento para captação, transporte e distribuição de água (89% em média), que nos SARP representou, em média, 21%. O desempenho energético das instalações elevatórias tem sido insatisfatório ou mediano (mediana 0,55 a 0,61 kWh/m3/100m), com piores desempenhos no SARP (mediana 0,64 a 0,88 kWh/m3/100m). Os resultados evidenciam que existe um elevado potencial de melhoria de eficiência energética.

O objetivo do presente Guia é a apresentação e a especificação dosistema correspondente à 2.ª geração de avaliação da qualidade dosserviços de abastecimento de água, de saneamento de águas residuaisurbanas e de gestão de resíduos urbanos prestados pelas entidadesgestoras sujeitas a regulação.Este sistema constitui uma peça fundamental do modelo de regulaçãoem implementação pela ERSAR, sumariamente descrito neste Guia emais detalhadamente descrito em [1], nomeadamente no que respeitaà componente da regulação da qualidade do serviço, de forma a tornarpossível a avaliação quantificada.Note-se que, de acordo com o disposto na alínea e) do n.º 1 do artigo 5.ºdo Decreto-Lei n.º 277/2009, de 2 de outubro, a ERSAR tem atribuiçõesnão apenas para assegurar a regulação da qualidade de serviço prestadoaos utilizadores pelas entidades gestoras, mas também para avaliaro desempenho dessas entidades, promovendo a melhoria dos níveis deserviço. O objectivo do presente Guia é a apresentação e a especificação do sistema correspondente à 2.ª geração de avaliação da qualidade dos serviços de abastecimento de água, de saneamento de águas residuais urbanas e de gestão de resíduos urbanos prestados pelas entidades gestoras sujeitas a regulação. Este sistema constitui uma peça fundamental do modelo de regulação em implementação pela ERSAR, sumariamente descrito neste Guia e mais detalhadamente descrito em [1], nomeadamente no que respeita à componente da regulação da qualidade do serviço, de forma a tornar possível a avaliação quantificada. Note-se que, de acordo com o disposto nas alíneas e) do artigo 5.º do Decreto-Lei n.º 277/2009, de 2 de Outubro, a ERSAR tem atribuições não apenas para assegurar a regulação da qualidade de serviço prestado aos utilizadores pelas entidades gestoras bem como para avaliar o desempenho dessas entidades, promovendo a melhoria dos níveis de serviço. É no quadro destas atribuições que se pretende promover este sistema de avaliação da qualidade dos serviços de águas e resíduos. A 2.ª geração do sistema de avaliação da qualidade do serviço resultou da análise crítica do sistema de indicadores adoptado na 1.ª geração e da respectiva aplicação desde 2004 ao universo das entidades concessionárias e teve em conta o estado actual de conhecimentos e a experiência internacional entretanto adquirida. Para além da identificação e da especificação de todos os componentes do sistema de avaliação, e em particular do conjunto de indicadores de qualidade do serviço a utilizar em cada um dos três tipos de serviços, são também definidos os procedimentos de avaliação, através da definição da informação a obter, do cálculo de indicadores, da sua interpretação e análise comparativa, numa perspectiva de benchmarking, e da produção do relatório de síntese.

A simulação matemática dos sistemas de abastecimento de água é hoje em dia uma ferramenta indispensável aos serviços de água, para apoio a uma gestão técnica racional. O campo de aplicação é variado, sendo um auxiliar das actividades de planeamento, de projecto, de operação e demanutenção. Destacam-se o apoio ao dimensionamento de novas redes, aos programas de reabilitação, ao licenciamento de novas ligações, ao controlo de perdas de água, ao controlo da qualidade da água nas redes ou à gestão optimizada de energia.Em Portugal, o desenvolvimento e a aplicação de modelos matemáticos de sistemas de distribuição de água iniciou-se na década de 80, com o modelo da rede de Almada, elaborado em 1981 pelo LNEC. Controlling organic micropollutants in urban (waste) water treatment by activated carbon adsorption and membrane technology.
The number of climate-related disasters has progressively increased in the last two decades and this trend will drastically exacerbate in the medium- and long-term horizons according to climate change projections. In this framework, through a multi-disciplinary team and a strong background acquired in recent projects, ICARIA aims to promote the use of asset-level modeling to achieve a better understanding of climate related tangible direct and indirect impacts on critical assets due to complex, cascading, and compound disasters. Furthermore, it takes into account the related risk reduction provided by suitable, sustainable, and cost-effective adaptation solutions. ICARIA focuses on both (i) critical assets and services that were not designed for potential climate change-related impacts that can increase the unplanned outages and failures, and (ii) on housing, natural areas, and population. Cutting edge methods regarding climate scenario building, asset-level-coupled models, and multi-risk assessment approaches will be implemented and replicated in three EU regions to understand how future climate scenarios might affect critical assets and to provide decision-making support tools to private and public risk owners to assess the costs and benefits of various adaptation solutions.

Activated carbons in full-scale advanced wastewater treatment
Activated carbons are versatile adsorbents that can play a crucial role in the enhancement of wastewater treatment, namely by controlling organic microcontaminants of emerging concern (CECs) and organic matter. These materials have a 100-year market availability, large scientific testing at lab-scale and applicability in consolidated technologies. However, the use of activated carbons at full-scale wastewater treatment is still emerging, driven by the increasing awareness on environmental and human threats mainly resulting from CECs. The present chapter reviews the literature on the application of activated carbons in full- or large pilot-scale plants, highlighting the state-of-art knowledge on practical issues on operational set-ups, improvements on water overall quality, and costs. The selection criteria and properties of the powdered and granular (PAC and GAC) materials used, and the pros and critical aspects of their application, relevant for product development and process optimisation, are also analysed and determine the research needs proposed for a technical, economic, and environmentally sustainable application of activated carbon in full-scale advanced wastewater treatment.

Assessing urban resilience to cope with climate change (Cap. 7)
Urban areas are dynamic, complex, and vulnerable systems involving multiple strategic services such as water supply, wastewater, and stormwater and waste management. Climate-change trends may directly affect the urban water cycle, through heavy rainfall, tides, and droughts, potentially causing cascading impacts with serious consequences for people, the natural and built environments, and the economy. These challenges to urban areas require an integrated and sustainable approach to increase their resilience, with the allocation of the needed resources, including the development and implementation of disaster risk reduction (DRR) strategies, plans, and regulations in all relevant sectors. This chapter describes a resilience-assessment framework to be used by cities and urban-service managers. It considers a structured and objective-driven assessment aiming at supporting the development and monitoring of cities' and urban services' resilience action plans, thus contributing to appropriate DRR investments. Our approach considers four resilience dimensions: organizational, spatial, functional, and physical. It is aligned with the UNDRR's Disaster Resilience Scorecard for Cities and addresses the priorities of the Sendai Framework for Disaster Risk Reduction. In this chapter, we apply the resilience-assessment framework to the waste and mobility sectors in Lisbon (Portugal), identifying main opportunities to enhance their resilience and supporting the development of resilience and DRR strategies.

Management of Urban Drainage Infrastructure
This chapter briefly presents concepts and methodologies to support the management of urban drainage infrastructure. After the introduction, data requirements for assessing the condition of urban drainage systems are presented. Data can be collected in different ways. Data analysis allows for determining structural and functional issues and system performance. The causes and consequences of failures are required for condition assessment and are the subject of the risk section. Any intervention in the urban drainage system has a cost that must be assessed. Mathematical modelling of the urban drainage systems has an advantage for evaluating the hydraulic and structural performance. Decisions on the management of urban drainage rehabilitation need to be addressed considering the different points of view or aspects that are often contradictory. This may be addressed by using multi-criteria decision analysis methodologies.

Risk Analysis of Water Harvesting Systems
Rainwater harvesting systems (RWHS) can result in important benefits, but there are a number of potential negative risks. The risks associated with RWHS depend on several factors and duly consideration is required to ensure that risks associated with this type of solutions are low. Therefore, a generic and systematic approach to manage risk is required. This chapter introduces a brief overview of concepts and terminology adopted. Subsequently, an overview of common approaches to risk management is presented. The chapter focuses on specific aspects for the application of these approaches to RWHS, with emphasis on risk identification, specific risk treatment action, and monitoring. Different approaches on how to determine risks such as water safety plan (WSP), risk management process (RMP), and hazard analysis and critical control point (HACCP) can be used, but all of them have some common steps.
