CEDR Contractor Report 2016-1. Call 2012: Road owners adapting to Climate Change ROADAPT and CliPDaR projects
Executive SummaryInfrastructure is the backbone of our society. Citizens, companies and governments have come to rely on and expect uninterrupted availability of the road network. Climate change is an important topic within the context of designing, maintaining and operating traffic networks. Most transport infrastructure is intended to be available (in service) to the public for several decades. The life cycles of assets in transport are long enough to take the full strain that comes with climate change; however, climate impact is experienced on a small scale. Crops are destroyed by floods, timber is felled by heavy storms and infrastructure is devastated by various kinds of extreme events. The adaptation of road networks to a changing climate is one of the important issues that road authorities have begun to address and that needs to be further continued in the near future. The main objective of the Conference of European Directors of Roads (CEDR) Call 2012

Characterization of the hydro-agricultural development of the Lezíria Grande de Vila Franca de Xira and of the Mouchão de Alhandra
The agricultural area of the Lezíria Grande de Vila Franca de Xira is part of one of the case studies at the Tagus Research Site, in the scope of the BINGO project (Horizon 2020). Thus, as a support for the characterization of this area, three exploratory visits were performed to the agricultural area of the upper Tagus estuary, and in particular to the irrigation area of the Lezíria Grande de Vila Franca de Xira (Aproveitamento Hidroagrícola da Lezíria Grande de Vila Franca de Xira) and to one of the adjacent

Contingency plan
The Contingency Plan describes general and specific risks related to three mainactivities of RESCCUE project: research activities, project management anddissemination and exploitation of results. The corresponding prevention actions, asmechanisms to partially or completely prevent these risks, as well as contingencyplans to solve them in case of their occurrence, have been carefully elaborated anddetailed in the document. The main risks identified correspond to issues such as: lack of source data orintermediate results hindering the proper evolution of the project; insufficientcommitment/collaboration of partners or stakeholders; high complexity of theproject due to the interconnections and interdependencies of the analysed domains(urban services); conflicts within the consortium; financial deviations or laxity ofpartners; IPR issues; involvement of critical infrastructures, which make difficult thedissemination of particular results; or lack of visibility and impacts of project results. This Contingency Plan will be updated in months: 24, 36 and 48 and thoroughlyapplied throughout the RESCCUE project life cycle under the supervision of theCoordination Team.

Deliverable D.1.1 Data collection and quality control. Summary of studies on climate variables at the research citi
Exhaustive climate hazard identification was performed for Barcelona, Lisbon and Bristol in order to properly drive the research about possible climate change impacts on their urban areas. In particular, past climatic trends and future projections were examined according to previous studies. Climate change drivers and their related climate variables were evaluated taking into account several risk matrixes. Therefore, a level of importance was proposed for each climate variable for ordering priority and efforts in the climate module (Work Package 1) of the RESCCUE project.Once identified all climate variables, data collection was performed for the three cities. CMIP5 data and observed data were considered for both atmospheric and oceanic variables. Climate change simulations, decadal outputs and seasonal models have been collected for the project. For the observed variables, the greatest database collected consists of temperature, precipitation, humidity, pressure, wave height and tide. Before the beginning of the study about the climate change in the studied areas, we have carried out an analysis of the provided observed data in those areas to ensure that the quality of those data is good enough for subsequent studies and conclusions. For this purpose, a set of tests were applied over all time series: general consistency, outliers and inhomogeneities. The results of the tests showed an acceptable quality for most of the datasets.

Discrete element modelling of rock engineering structures for seismic safety analyses - PhD thesis research plan of Margarida Espada
This document presents the research plan for the doctoral thesis of LNEC's Junior Research Fellow Margarida Espada. This work, to be submitted to the Faculty of Engineering of the University of Porto (FEUP), will be developed in the Modelling and Rock Mechanics Unit of the Concrete Dams Department, and it is part of the on-going P2I research project DEMRock6m. This work aims at developing more efficient methodologies to perform safety studies and seismic analysis of rock engineering structures, based on discrete element models and in the integrated use of probabilistic models for the geometric and shear strength parameters and for the water pressures in rock discontinuities. This will allow a more realistic definition of the rock mass in discrete element models and an adequate identification of the potential failure mechanisms.

In this report, we present a comparison of model performance indicators for severaloperational coastal forecast systems and structural engineering predictions and evaluationsexecuted in local workstations, in HPC cluster nodes and in a pilot cloud, aiming atcontributing to the best choice for the National Infrastructure for Scientific Computing. Results show that the scalability and flexibility of cloud computing resources makes theman attractive alternative for the implementation of multiple forecast systems using serial,non-MPI models, as well as for sensor data acquisition and processing applications. For MPI-based models, tests using cloud virtual machines with resources equal to or lowerthan the smaller physical bases performed well relative to the other resources. However, asthe cloud resources under testing did not reach the optimal number of processors for thepresent use cases, the HPC cluster remained the best option, as it fits better therequirements for the typical dimensions of computational grids for multi-scale (port toocean) analysis.Federated cloud resources allowed a better performance for small pool sizes, allowing thecombination of the processing power of several hosts. However, the performance doesscale very badly if the choice relies in any combination that uses many processes (by usingmany hosts or many processes within each host), even if we use resources with somehardware assistance.Further testing is still necessary to explore this possibility in detail, taking into account theneed to assure an adequate quality of service (QoS), especially to meet forecastingdeadlines and real-time streaming bandwidth. We conclude that an evolution from the current cluster setup to a cloud-based architecturewill satisfy most of our simulation requirements while offering a more flexible andaffordable computing environment.
