Deterioration Models and Service Life Prediction of Vertical Assets of Urban Water Systems
This study proposes a methodology for developing deterioration models and predicting the service lives of vertical assets of urban water systems (i.e., water storage tanks and pumping stations) using regression analysis. The main factors contributing to the deterioration of these assets are analyzed. Simple and multiple linear regression models of average and maximum deterioration are calculated for 22 water storage tanks and 17 wastewater pumping stations. Data on a set of four water storage tanks are used to validate the developed deterioration models. Service life prediction is carried out using the developed models and considering two maximum deterioration levels: the maximum recommended and admissible deterioration levels. Two water storage tanks are further studied to illustrate and discuss the effect of maintenance and rehabilitation interventions on asset service life by comparing the asset deterioration before and after the interventions.

Integrating Uncertainty in Performance Assessment of Water Distribution Networks by Scenario Building
This paper presents and demonstrates a novel scenario-building methodology that integrates contextual and future time uncertainty into the performance assessment of water distribution networks (WDNs). A three-step approach is proposed: (i) System context analysis, identifying the main key factors that impact the WDN performance; (ii) Scenario definition, identifying the implicated WDN variables, describing its possible evolution, and conjugating them to further establish the reference scenario and the two most relevant and opposite ones; and (iii) Scenario modelling, simulating the WDN behaviour for those scenarios. The obtained spatial and temporal hydraulic results are further used to calculate performance metrics. The methodology is applied to a real WDN to assess resilience performance considering infrastructure asset robustness (real water loss performance indicator), service reliability (minimum pressure index), and service flexibility (network resilience index). A new formulation to assess the metric evolution over time is proposed, deducting the further-away performance results by using an uncertainty weight. The results demonstrate that the increase in metric amplitude for the opposite scenarios over time highlights future uncertainty, reflecting context uncertainty, and the comparison of metric spatial distribution (i.e., at the pipe/node levels) highlights critical areas with higher associated uncertainty.

A comprehensive performance assessment system for diagnosis and decision-support to improve water and energy efficiency and its demonstration in Portuguese collective irrigation systems.
In regions with a strong seasonal or interannual asymmetry in the distribution of precipitation and higher frequency of droughts, collective irrigation systems are vital infrastructures for agricultural activity. Although operating for decades, several systems have ageing infrastructures, with relevant water losses and pumping energy inefficiencies. Consequently, the systems are not adequately designed or operated to meet current and future water demand. Therefore, rehabilitation to improve water and energy efficiency while ensuring infrastructure, economic sustainability and service quality is crucial. In this sense, comprehensive approaches using performance assessment to support the planning process or benchmarking between water users associations play an essential role in improving efficiency in collective irrigation systems.

Energy efficiency assessment in collective irrigation systems using water and energy balances: methodology and application
Many collective irrigation systems have been operating for decades, facing high degradation of existing infrastructures and huge water-energy efficiency problems. Predominantly composed of open canals, they have been partially or entirely converted into pressurised pipe systems, implying a considerable increase in energy consumption and operation and maintenance costs. Simple, easy-to-use, and comprehensive approaches for energy efficiency assessment in collective irrigation systems are needed for diagnosis and assisting decision-making on implementing adequate improvement measures. This research proposes and demonstrates an innovative approach based on the water and energy balances and performance indicators to assess the effect of water losses, network layout and operation, energy recovery, and equipment on energy efficiency. A novel methodology for energy balance calculation is proposed for open canal, pressurised and combined systems. The application to a real-life open canal system and network areas allowed the identification of efficiency problems mainly due to water losses in canals, followed by the dissipated energy in friction losses. Less critical are pumping and manoeuvring equipment inefficiencies. Also, a considerable excess of gravity energy is recovered in hydropower plants. In raising pipe systems, in which shaft input energy predominates and costs for pumping play a key role, surplus and dissipated energy in friction losses are the most relevant issues. Significant energy is lost in the water conveyance and distribution in both systems. Consequently, the potential to improve energy efficiency through water loss management, network layout, and operation improvement, besides pumping and manoeuvring equipment replacement, is considerable.

Exploratory Analysis of Surrogate Metrics to Assess the Resilience of Water Distribution Networks
This study compares and discusses the adequacy of surrogate resilience metrics proposed in the literature for resilience assessment of drinking water systems concerning demand increase and network redundancy. A sensitivity analysis is carried out for increasing flow rates using a conceptual case study with different layouts and demand scenarios, selecting several metrics to assess the resilience of two real network areas. Resilience metrics based on surplus energy are sensitive to network layout and demand scenarios. The network resilience index considers hydraulic reliability and network diameter uniformity. In contrast, the weighted resilience index also considers the network topology and gives importance to pipes with higher flow rates. Entropy-based resilience metrics mainly rely on the network flows' uniformity and are sensitive to pipe redundancy. The entropy metric most adequate to assess the hydraulic capacity is the diameter-sensitive flow entropy, since it is sensitive to the velocity inside the pipes. Topology metrics cannot assess the hydraulic capacity though evaluate the system redundancy (meshed-ness coefficient), robustness (central-point dominance) and water transportation efficiency (average-path length). Surrogate resilience metrics do not assess the system performance during a failure. They indicate systems which are better prepared to overcome failure events and increased demand events, providing vital information to drinking water systems management.

From assessment to a decision: a global framework for the management of energy use in wastewater systems
A global framework to assess the energy use and efficiency in wastewater systems is presented, focusing on the development of a portfolio of energy use improvement measures specifically tailored to these systems. The framework includes a performance assessment system for energy efficiency in wastewater systems and an energy balance scheme. The development and analysis of the portfolio of measures included the following steps: (i) an extensive review and compilation of existing energy improvement measures on the urban water cycle, (ii) a tailored survey addressed to multidisciplinary teams of wastewater utilities, (iii) the consolidation of the portfolio of measures for wastewater systems with the identification of main benefits and drawbacks of each measure and (iv) the discussion of the application of the improvement measures. Results from the survey for the different assessed dimensions (e.g., priority, importance) of each measure are presented together with a specific analysis of wastewater utilities. The final portfolio is instrumental for utilities to select measures, decide on the priority ones and prepare an implementation plan.

Improving climate resilience of critical assets. The ICARIA project
The number of climate-related disasters has progressively increased in the last two decades and this trend will drastically exacerbate in the medium- and long-term horizons according to climate change projections. In this framework, through a multi-disciplinary team and a strong background acquired in recent projects, ICARIA aims to promote the use of asset-level modeling to achieve a better understanding of climate related tangible direct and indirect impacts on critical assets due to complex, cascading, and compound disasters. Furthermore, it takes into account the related risk reduction provided by suitable, sustainable, and cost-effective adaptation solutions. ICARIA focuses on both (i) critical assets and services that were not designed for potential climate change-related impacts that can increase the unplanned outages and failures, and (ii) on housing, natural areas, and population. Cutting edge methods regarding climate scenario building, asset-level-coupled models, and multirisk assessment approaches will be implemented and replicated in three EU regions to understand how future climate scenarios might affect critical assets and to provide decision-making support tools to private and public risk owners to assess the costs and benefits of various adaptation solutions.

Improving mixing and renewal in drinking water storage tanks: lessons learnt and practical measures
This paper investigates the effect of different types of structural and operational measures on water mixing and renewal time in circular and rectangular cross-section water storage tanks, aiming at a better understanding of the flow dynamics to find practicable solutions to improve their design, rehabilitation and operation. An experimental programme, including traditional tracer and dye tracer tests, was carried out in small-scale tanks for different configurations and operating conditions. Two tanks were tested with and without interior structures, with the inlet/outlet pipes at different locations and for constant and variable water level. The main findings are that: i) the most effective measure is operating with fill-and-draw cycles, however, for tanks operated nearly full structural measures are recommendable; ii) reducing the inlet pipe diameter and installing nozzles near the tank bottom improve the mixing conditions; iii) the use of baffles is recommendable when the inlet and outlet pipes are very close.

Exploring the links between standardization on water reuse and the sustainable development goals
The United Nations Sustainable Development Goals (SDGs) provide an ambitious agenda until 2030 to engage every country in the world, to ensure that development is both socially and environmentally sustainable. Long-term sustainability requires acknowledging that resources, such as water, are finite. The potential role of water reuse as an alternative source of water supply is clearly incorporated in the 2030 Agenda. Standards, such as the ones developed by the International Organization for Standardization (ISO), can help to build confidence in the quality and safety of reused water. This paper explores the potential for linking SDGs, internationalstandardization and water reuses by answering the following questions: How do the SDGs addresswater reuse in terms of goals and targets? How can standardization promote practical solutions toimplement water reuse in order to contribute to the SDGs?"

Exploring the use of Azorean native plants and rock material for sustainable wastewater treatment through constructed wetland systems
The constructed wetlands (CWs) are natural engineered systems well suited for wastewater treatmentfrom small agglomerations and individual houses. These systems are characterized by low energy andlow chemical consumption, and the water treatment is due to biological, chemical and physical processesoccurring in granular media, biofilms and plants. This study aimed at assessing the suitability of Azoreannative plants, Bolboschoenus maritimus L. Palla and Juncus acutus L., and local pebbles for CWs usedas complementary treatment for septic tank effluents or for polishing secondary effluents aiming at waterreuse in the Azores Islands. Bolboschoenus maritimus L. Palla showed a good performance, identical andsometimes better than the conventional species, with 2.5 to 6.5-log reduction of faecal coliforms.Organic matter (expressed as dissolved organic carbon and absorbance at 254nm) and phosphorusconcentrations in the CW effluent were lower than in the corresponding influent water. This exploratoryassay suggests that Bolboschoenus maritimus L. Palla and the seashore pebbles can be successfully usedin CWs in Azores."

Framework for energy management in small size, decentralized wastewater treatment plants
Wastewater treatment approaches vary from conventional centralized infrastructures to decentralized systems, which collect, treat and reuse/dispose the wastewater at or near itsgeneration point. The small size and the dispersion across the territory have led to a largelyunattended operation of many of the decentralized wastewater treatment plants (WWTPs), withperiodic visits of operators for treatment process control. It is thus important to addressdecentralized WWTP effective management and operation issues resulting from remote location. In parallel, energy use is a growing concern at wastewater treatment facilities. It is crucial toidentify the main uses of energy in WWTPs and to develop guidance and strategies to increase theenergy efficiency of these infrastructures. This communication presents an expedite framework toguide decision-making for energy management, which integrates the use of tools, such asperformance assessment system (involving the use of performance indicators and indices) andmathematical modelling. The framework architecture and metrics are applicable to all WWTPs(small and large), but the treatment systems addressed and reference values and the benchmarksare size-scale specific"

Neste contexto, o LNEC promoveu a iAFLUI

Infrastructure asset management
Infrastructure Asset Management (IAM) in the water sector can be described as the management of infrastructure assets that provide a service to users, achieving required levels of service, while minimizing the total cost of owning, operating and maintaining these assets, protecting the environment and ensuring safety. The relevance of implementing IAM processes in water utilities (WU) has been highly recognised worldwide in the last decade. The international standards on asset management ISO 55000 series applicable to any type of assets, put the service provision by the asset at the top of the decisional chain. The goal is to maximize the value of assets for the organization on a long-term perspective. The requirements established in the standards ISO 55000 series provide an opportunity to assess the maturity of water utilities regarding the implementation of IAM systems and processes. Based on these standards, an IAM evaluation system was developed, duly adapted for application to urban water infrastructures. This assessment system was applied to WU that developed their own IAM systems within a collaborative project on IAM. This system allows to demonstrate the strengths, weaknesses and opportunities for improvement of the WU. It also demonstrated the importance of adapting the general principles of the standards to the specificities of network-based public infrastructures. The potential benefits of the developed IAM assessment system are to provide a framework for a pre-assessment of the maturity of any water utility; for utilities

ISO 55000 as a tool to support planning and decision on sanitation solutions
For the service provided by sanitation systems to be efficient and sustainable, ensuring that these assets are managed rationally and systematically in the organization may be provided through aninfrastructure asset management (IAM) system (Alegre et al., 2010). The decision on sanitationsolutions, such as between a conventional or non-conventional technical solution or from adecentralised or centralized solution, should be supported by an assessment system, allowing tocompare the value added by such alternatives, over time, and to optimize the transition path froman existing system to a new one.The set of standards for asset management elaborated by the Technical Committee ISO/TC 251,(the ISO55000 series), took asset value as the starting point. Portugal participated actively in theelaboration of these standards, paying particular attention to its applicability to assets thatconstitute public infrastructures and that function as networked systems, as is the case of sanitationsystems. The present article intends to highlight the potential of applying the ISO 55000 standards tosanitation systems, namely in a stage where innovative and out-of-the-box solutions are underconsideration. Some implementation recommendations will be made to this business sector.Illustrative examples of the application to existing sanitation systems are provided."

Modeling capital cost of sewer system assets
The aim of this paper is the establishment of cost functions for the various assets of sewer systems, namely gravity and raising pipes, drainage and storm water pipes, service connections and pumping stations. Costs are defined as a function of the main physical characteristics of the assets, such as, pipe material and nominal diameter (for pipes and service connections) and flow rate, pump head and pump power (for pumping stations). A five-step methodology was followed: 1) data collection, processing and analysis, 2) present cost value calculation, 3) asset characterization and key parameters identification, 4) cost functions and prediction band estimation, and 5) cost functions validation. Cost and infrastructure data for construction contracts of wastewater systems managed by different Portuguese water and wastewater utilities were analysed. Cost functions were estimated based on multiple linear regression analysis.

Prioritizing rehabilitation interventions of water supply infrastructures using infrastructure value index
Water utilities face the problem of dealing with assets of very different nature, useful life, cost, age and condition. Asset valuation is important to establish rehabilitation priority of infrastructures in short-term and to analyse the different strategies of rehabilitation in order to maintain the service sustainable in the long-term. One of the most important steps of the asset valuation is the construction of cost functions. These cost functions are important for determining the fair value and the current replacement cost for water supply assets and for estimating the capital cost of future infrastructure. The current paper aims at the valuation of assets of water supply infrastructures in order to prioritizing rehabilitation interventions of water supply infrastructures using infrastructure value index. The methodology adopted was a three-step procedure: 1. Inspection and characterization of existing infrastructures; 2. Estimation of the replacement cost; and 3. Estimation and sensitivity analysis of the current value of existing infrastructures. This methodology was applied to a case-study in the south of Portugal. Results include the IVI calculation for different distribution pipe materials, ground storage and pumping stations, using the corrected useful life taking into consideration the conservation status of the respective assets. One of the most important factors in planning and managing water systems is to maintain the water service sustainable, which presupposes to prioritize the rehabilitation interventions in short and long-terms.

Controlling organic micropollutants in urban (waste) water treatment by activated carbon adsorption and membrane technology.
Cutting edge methods regarding climate scenario building, asset-level-coupled models, and multi-risk assessment approaches will be implemented and replicated in three EU regions to understand how future climate scenarios might affect critical assets and to provide decision-making support tools to private and public risk owners to assess the costs and benefits of various adaptation solutions.

Activated carbons in full-scale advanced wastewater treatment
Activated carbons are versatile adsorbents that can play a crucial role in the enhancement of wastewater treatment, namely by controlling organic microcontaminants of emerging concern (CECs) and organic matter. These materials have a 100-year market availability, large scientific testing at lab-scale and applicability in consolidated technologies. However, the use of activated carbons at full-scale wastewater treatment is still emerging, driven by the increasing awareness on environmental and human threats mainly resulting from CECs. The present chapter reviews the literature on the application of activated carbons in full- or large pilot-scale plants, highlighting the state-of-art knowledge on practical issues on operational set-ups, improvements on water overall quality, and costs. The selection criteria and properties of the powdered and granular (PAC and GAC) materials used, and the pros and critical aspects of their application, relevant for product development and process optimisation, are also analysed and determine the research needs proposed for a technical, economic, and environmentally sustainable application of activated carbon in full-scale advanced wastewater treatment.

Assessing urban resilience to cope with climate change (Cap. 7)
Urban areas are dynamic, complex, and vulnerable systems involving multiple strategic services such as water supply, wastewater, and stormwater and waste management. Climate-change trends may directly affect the urban water cycle, through heavy rainfall, tides, and droughts, potentially causing cascading impacts with serious consequences for people, the natural and built environments, and the economy. These challenges to urban areas require an integrated and sustainable approach to increase their resilience, with the allocation of the needed resources, including the development and implementation of disaster risk reduction (DRR) strategies, plans, and regulations in all relevant sectors. This chapter describes a resilience-assessment framework to be used by cities and urban-service managers. It considers a structured and objective-driven assessment aiming at supporting the development and monitoring of cities' and urban services' resilience action plans, thus contributing to appropriate DRR investments. Our approach considers four resilience dimensions: organizational, spatial, functional, and physical. It is aligned with the UNDRR's Disaster Resilience Scorecard for Cities and addresses the priorities of the Sendai Framework for Disaster Risk Reduction. In this chapter, we apply the resilience-assessment framework to the waste and mobility sectors in Lisbon (Portugal), identifying main opportunities to enhance their resilience and supporting the development of resilience and DRR strategies.

Investing in Disaster Risk Reduction for Resilience. Design, methods and Knowledge in the face of climate change.
Urban areas are dynamic, complex, and vulnerable systems involving multiple strategic urban services, stakeholders, and citizens. Strategic services essential to society include water and sewerage (water supply, and wastewater and stormwater management), waste management, energy supply, public lighting, transport, and public security. The potential effects of climate dynamics on the urban areas might lead to the aggravation of existing fragile conditions and the emergence of new hazards or risk factors, with major impacts on strategic urban services, people, the natural and built environment, and the economy. Climate change challenges to urban areas thus require an integrated and sustainable approach to increase their resilience, with the allocation of the needed resources at all administrative levels. These include the development and implementation of disaster risk reduction (DRR) strategies, policies, plans, laws, and regulations in all relevant sectors (UNISDR, 2015). This chapter describes a resilience assessment framework to be used by cities and urban-service managers. The framework considers a structured and objective-driven assessment aiming at supporting the development and monitoring of cities

Management of Urban Drainage Infrastructure
This chapter briefly presents concepts and methodologies to support the management of urban drainage infrastructure. After the introduction, data requirements for assessing the condition of urban drainage systems are presented. Data can be collected in different ways. Data analysis allows for determining structural and functional issues and system performance. The causes and consequences of failures are required for condition assessment and are the subject of the risk section. Any intervention in the urban drainage system has a cost that must be assessed. Mathematical modelling of the urban drainage systems has an advantage for evaluating the hydraulic and structural performance. Decisions on the management of urban drainage rehabilitation need to be addressed considering the different points of view or aspects that are often contradictory. This may be addressed by using multi-criteria decision analysis methodologies.

Risk Analysis of Water Harvesting Systems
Rainwater harvesting systems (RWHS) can result in important benefits, but there are a number of potential negative risks. The risks associated with RWHS depend on several factors and duly consideration is required to ensure that risks associated with this type of solutions are low. Therefore, a generic and systematic approach to manage risk is required. This chapter introduces a brief overview of concepts and terminology adopted. Subsequently, an overview of common approaches to risk management is presented. The chapter focuses on specific aspects for the application of these approaches to RWHS, with emphasis on risk identification, specific risk treatment action, and monitoring. Different approaches on how to determine risks such as water safety plan (WSP), risk management process (RMP), and hazard analysis and critical control point (HACCP) can be used, but all of them have some common steps.
