Modeling of chlorine decay in drinking water supply systems using EPANET MSX
The modelling of chlorine residual in water supply systems is of great importance in managing disinfectant concentrations throughout the network. First order decay kinetics are currently often used to describe both bulk and wall chlorine consumption. However, more complex approaches have been proposed, namely a parallel, two-reactant second order decay model (2R model) that has been reported as yielding better accuracy for simulating chlorine bulk decay in laboratory tests. The recent EPANET Multi-Species Extension (EPANET MSX) brought enhanced capabilities for the simulation of chlorine residuals in water supply systems, including the use of the 2R model or any other formulation. In the current paper, the performance of the 2R model as well as of first and nth order decay kinetics was assessed for full scale modelling of chlorine in a transmission system. Results have shown that a similar level of accuracy can be achieved with the three tested kinetic models, provided that a good calibration of the wall decay coefficient is accomplished. Although with improved modelling capabilities, the use of the stand- alone EPANET MSX was less user-friendly than normal EPANET application by the lack of a graphical interface allowing for the visualization of chlorine concentration profiles along the system. The use of the 3D-enabled Epanet Java web application circumvented such limitations. This tool together with a better characterization and estimation of the bulk and wall decay components allow for a more practical and accurate modelling of chlorine in water supply systems, while taking advantage of EPANET MSX's enhanced capabilities.

Moving urban water infrastructure asset management from science into practice
iGPI, the National Initiative for Infrastructure Asset Management is a Portuguese collaborative project led by LNEC(National Civil Engineering Laboratory, Portugal) through which 19 water utilities develop their own infrastructure assetmanagement (IAM) systems and plans in a joint training and capacitation programme. Technical assistance to theparticipating utilities is ensured by LNEC, IST (Technical University of Lisbon) and Addition, a software developmentcompany. The water utilities get collective as well as one-on-one support and specific training. They benefit fromnetworking with the other utilities in a common and simultaneous process, with similar difficulties and challenges, leading toan effective sharing of solutions. The developed products, including training materials, templates and guidelines fordeveloping strategic and tactical IAM plans, are available to the general public. This project has greatly contributed to theestablishment of reference methodologies and standards for IAM planning, in a range of utilities of widely diverse size andcontext, effectively defining an accepted best practice. Qualidade e tratamento de água e águas residuais. Desafios e oportunidades
Vivem-se hoje grandes e rápidas mudanças catalisadas por fortes pressões físicas e económicas. As alterações climáticas agravam os cenários e a incerteza a eles associada. São múltiplos e complexos os desafios que se colocam aos sistemas urbanos de água na proteção da saúde e do ambiente. Os contaminantes emergentes, as afluências pluviais, a reutilização de água, a capacidade de adaptação rápida a variações severas da água a tratar e a melhoria da eficiência energética são exemplos de desafios que exigem frequentemente soluções de compromisso e para os quais as ETA e as ETAR podem não estar preparadas, em Portugal e pelo mundo fora, uma vez que não foram considerados no seu projeto. As entidades gestoras têm agora que dar respostas e a inovação na exploração dos sistemas pode ser a chave para o sucesso. Inovação ao nível da abordagem, necessariamente integradora, de controlo na fonte e de remediação, e do benchmarking dos sistemas de tratamento, convencional e avançado, em cenários de seca e de precipitação, que permitam identificar onde, quando e como melhorar e intervir nos sistemas de tratamento e nas redes associadas (sistemas de abastecimento de água e de drenagem de residuais pluviais e residuais) são temas para os quais o LNEC tem vindo a procurar respostas, como aqui se pretendeu ilustrar.

Translating removal efficiencies into operational performance indices of wastewater treatment plants
Removal efficiencies are often used to assess the performance of a single or a group of unit operations/processes (UOPs) of a wastewater treatment plant (WWTP). However, depending on the influent concentration (Cin), the same efficiency of removal (Er) may be insufficient or excessive to achieve the UOP or WWTP effluent quality requirements, expressed by concentration limit values (LVs). This paper proposes performance indices (PXs), Er-based, as new metrics for benchmarking, i.e. for assessing and improving the performance of each UOP or treatment step and ultimately of the WWTP as a multi-barrier system, and comprehensively describes the step wise method of translating Ers into PXs. PXs are dimension less and vary between 0 and 300 to define three performance levels: unsatisfactory(0e100), acceptable(100e200) and good (200 - 300) performance. The method developed takes into consideration Cin and LV, and the reference values for judging the performance are given from Er-Cintypical ranges and Ervs. Cin model curves, LV based and field databased. The general equations of the Er model curves are derived. A set of six curves is calibrated for TSS (Total Suspended Solids) and COD (Chemical Oxygen Demand) removal by primary sedimentation and activated sludge systems (carbon or combined carbon and nutrients removal), using 5-year (2006 -2010) field data from five Portuguese WWTPs. A statistical analysis of the PX results is additionally proposed to assess treatment reliability. Enhanced DEM-based flow path delineation methods for urban flood modelling
In order to simulate surface runoff and flooding, one-dimensional (1D) overland flow networks can beautomatically delineated using digital elevation models (DEM). Methodology for qualitative urban flooding risk assessment
Pluvial or surface flooding can cause significant damage and disruption as it often affects highlyurbanised areas. Therefore it is essential to accurately identify consequences and assess the risksassociated with such phenomena. The aim of this study is to present the results and investigate theapplicability of a qualitative flood risk assessment methodology in urban areas. This methodologybenefits from recent developments in urban flood modelling, such as the dual-drainage modellingconcept, namely one-dimensional automatic overland flow network delineation tools (e.g. AOFD) and1D/1D models incorporating both surface and sewer drainage systems. To assess flood risk, theconsequences can be estimated using hydraulic model results, such as water velocities and waterdepth results; the likelihood was estimated based on the return period of historical rainfall events. Totest the methodology two rainfall events with return periods of 350 and 2 years observed inAlcântara (Lisbon, Portugal) were used and three consequence dimensions were considered:affected public transportation services, affected properties and pedestrian safety. The most affectedareas in terms of flooding were easily identified; the presented methodology was shown to be easyto implement and effective to assess flooding risk in urban areas, despite the common difficulties inobtaining data.

Methodology for sampling drinking water discolouration loose deposits at low velocities
The occurrence of discoloured water at the tap is one of the most frequent reasons for customers tocomplain. Water discolouration arises from the re-suspension of loose deposits (LD) that accumulatein drinking water pipes, due to velocity increase. Because of its typical brownish/reddish colour,discoloured water is traditionally perceived as a consequence of cast-iron pipe corrosion, even innetworks devoid of cast-iron pipes. Current approaches for LD sampling imply the use of high flowvelocities within the range of those used for pipe self-cleaning (0.40 m/s) and/or pipe cleaning(1.50 m/s). Although useful for quantitative identification of critical zones and diagnosis of LDaccumulation, the application of such high-velocities as routine methodologies for LD sampling maybe difficult to perform on the field and provide samples with materials other than discolourationcausing LD. In this study, sampling velocities from 0.02 to 0.52 m/s yielded relatively large samples(up to 2 g dry weight), thus allowing for extensive qualitative LD analysis and testing. Samplerepresentativeness was analysed through the characterisation of LD key-constituents total iron (Fet)and volatile solids (VS). Turbidity decay trends showed the flocculent behaviour of discolourationcausing LD.

Results confirm that similar size molecules such as MC and TA are strong competitors and tannin-rich waters may severely affect MC residuals in the treated water. Unlike usually considered, both direct site and pore blockage mechanisms seem relevant. Competition effects appear to be more dependent on the competitor/contaminant molar ratio than on the initial concentrations. The IS affects the extent and the mechanisms of MC-TA competitive adsorption, reducing PAC dose for safe control of MC residuals. The developed model, including a Ds analysis, is an important tool to understand the competitive adsorption of similar size adsorbates.

Analysis of flow rate measurement accuracy and traceability of flowmeters in field conditions using clamp-on ultrasonic flowmeters
This study examines the traceability and measurement uncertainty of in situ hydraulic calibration using clamp-on ultrasonic flowmeters as a reference. The procedure compares the equipment readings with the reference ones. Measurement uncertainty evaluation uses GUM formulation, considering the linearity conditions of the mathematical models applied. Experimental values are used to test the procedure and its suitability for actual cases where the expected accuracy needs to be achieved.

Avaliação da eficiência hídrica nos sistemas prediais de distribuição de água: uma nova proposta para cálculo do balanço hídrico.
À semelhança de outras infraestruturas, os sistemas de distribuição prediais de Água tiveram, em Portugal e no seculo XX, maior enfoque na construção e ampliação, e menor na avaliação da condição infraestrutural para apoio a reabilitação. No seculo XXI, estando os sistemas já amplamente construídos, as exigências tendem a centralizar-se no aumento da eficiência e demonstração de eficácia (i.e., o cumprimento da função para a qual estão destinados). Adicionalmente, devem ser adotadas medidas de sustentabilidade e de adaptação as alterações climáticas, incluindo soluções conducentes a uma maior independência e resiliência dos sistemas (e.g., recolha de agua pluvial de forma descentralizada em edifícios) face a fenómenos externos (e.g., escassez de agua, crise energética). Estes aspetos podem ser mais relevantes em sistemas consolidados, mas são também aplicáveis a sistemas novos ou que sejam alvo de intervenções de ampliação ou redução da rede.

Avaliação da qualidade do serviço
Os serviços públicos de abastecimento de água, gestão das águas residuais e gestão dos resíduos urbanos são estruturais, essenciais ao bem-estar, à saúde pública e à segurança das populações, bem como às atividades económicas e à proteção do ambiente. Estes serviços devem pautar-se por princípios de universalidade de acesso, de continuidade, fiabilidade e qualidade do serviço que suportem o custo eficiente e equidade das tarifas aplicadas. A principal preocupação da regulação destes serviços é a promoção da qualidade do serviço prestado pelas entidades gestoras, focada em três áreas centrais: a proteção dos interesses dos utilizadores, a sustentabilidade da gestão do serviço num patamar de eficiência, e a sustentabilidade ambiental. A ERSAR avalia a qualidade destes serviços desde 2004, ano em que foi desenvolvida a primeira geração do sistema de avaliação, tendo sofrido três revisões periódicas. A presente comunicação tem como objetivo apresentar a metodologia que suportou a definição da quarta geração do sistema de avaliação da qualidade de serviço do setor das águas implementado pela ERSAR, que resultou da experiência adquirida e da aprendizagem em quase duas décadas de aplicação, e dos novos desafios que o sector da água enfrenta.

Contributos da avaliação do estado de conservação e da previsão da vida útil para a gestão patrimonial de infraestruturas urbanas de água.
Os sistemas urbanos de água são compostos por diversos ativos com diferentes funções, vidas úteis, custos no ciclo de vida, idades e estados de conservação (Alegre e Coelho, 2012), sendo um dos principais desafios para as entidades gestoras a tomada de decisão quanto aos ativos que devem ser inspecionados, mantidos, reparados, renovados ou substituídos nas suas infraestruturas (Vanier, 2006). A adoção de estratégias de manutenção proativa tem sido dificultada pela falta de financiamento necessário à adequada manutenção e reabilitação dos ativos, contribuindo para a deterioração gradual do seu estado de conservação.

A simulação matemática dos sistemas de abastecimento de água é hoje em dia uma ferramenta indispensável aos serviços de água, para apoio a uma gestão técnica racional. O campo de aplicação é variado, sendo um auxiliar das actividades de planeamento, de projecto, de operação e demanutenção. Destacam-se o apoio ao dimensionamento de novas redes, aos programas de reabilitação, ao licenciamento de novas ligações, ao controlo de perdas de água, ao controlo da qualidade da água nas redes ou à gestão optimizada de energia.Em Portugal, o desenvolvimento e a aplicação de modelos matemáticos de sistemas de distribuição de água iniciou-se na década de 80, com o modelo da rede de Almada, elaborado em 1981 pelo LNEC. Depois dealguns anos em que a actividade realizada se centrou essencialmente no ambiente científico e académico, as empresas de consultoria começaram a ganhar espaço de mercado na prestação deste tipo de serviços para as entidades gestoras. Controlling organic micropollutants in urban (waste) water treatment by activated carbon adsorption and membrane technology.
The number of climate-related disasters has progressively increased in the last two decades and this trend will drastically exacerbate in the medium- and long-term horizons according to climate change projections. In this framework, through a multi-disciplinary team and a strong background acquired in recent projects, ICARIA aims to promote the use of asset-level modeling to achieve a better understanding of climate related tangible direct and indirect impacts on critical assets due to complex, cascading, and compound disasters. Furthermore, it takes into account the related risk reduction provided by suitable, sustainable, and cost-effective adaptation solutions. ICARIA focuses on both (i) critical assets and services that were not designed for potential climate change-related impacts that can increase the unplanned outages and failures, and (ii) on housing, natural areas, and population. Cutting edge methods regarding climate scenario building, asset-level-coupled models, and multi-risk assessment approaches will be implemented and replicated in three EU regions to understand how future climate scenarios might affect critical assets and to provide decision-making support tools to private and public risk owners to assess the costs and benefits of various adaptation solutions.

Activated carbons in full-scale advanced wastewater treatment
Activated carbons are versatile adsorbents that can play a crucial role in the enhancement of wastewater treatment, namely by controlling organic microcontaminants of emerging concern (CECs) and organic matter. These materials have a 100-year market availability, large scientific testing at lab-scale and applicability in consolidated technologies. However, the use of activated carbons at full-scale wastewater treatment is still emerging, driven by the increasing awareness on environmental and human threats mainly resulting from CECs. The present chapter reviews the literature on the application of activated carbons in full- or large pilot-scale plants, highlighting the state-of-art knowledge on practical issues on operational set-ups, improvements on water overall quality, and costs. The selection criteria and properties of the powdered and granular (PAC and GAC) materials used, and the pros and critical aspects of their application, relevant for product development and process optimisation, are also analysed and determine the research needs proposed for a technical, economic, and environmentally sustainable application of activated carbon in full-scale advanced wastewater treatment.

Assessing urban resilience to cope with climate change (Cap. 7)
Urban areas are dynamic, complex, and vulnerable systems involving multiple strategic services such as water supply, wastewater, and stormwater and waste management. Climate-change trends may directly affect the urban water cycle, through heavy rainfall, tides, and droughts, potentially causing cascading impacts with serious consequences for people, the natural and built environments, and the economy. These challenges to urban areas require an integrated and sustainable approach to increase their resilience, with the allocation of the needed resources, including the development and implementation of disaster risk reduction (DRR) strategies, plans, and regulations in all relevant sectors. This chapter describes a resilience-assessment framework to be used by cities and urban-service managers. It considers a structured and objective-driven assessment aiming at supporting the development and monitoring of cities' and urban services' resilience action plans, thus contributing to appropriate DRR investments. Our approach considers four resilience dimensions: organizational, spatial, functional, and physical. It is aligned with the UNDRR's Disaster Resilience Scorecard for Cities and addresses the priorities of the Sendai Framework for Disaster Risk Reduction. In this chapter, we apply the resilience-assessment framework to the waste and mobility sectors in Lisbon (Portugal), identifying main opportunities to enhance their resilience and supporting the development of resilience and DRR strategies.

Management of Urban Drainage Infrastructure
This chapter briefly presents concepts and methodologies to support the management of urban drainage infrastructure. After the introduction, data requirements for assessing the condition of urban drainage systems are presented. Data can be collected in different ways. Data analysis allows for determining structural and functional issues and system performance. The causes and consequences of failures are required for condition assessment and are the subject of the risk section. Any intervention in the urban drainage system has a cost that must be assessed. Mathematical modelling of the urban drainage systems has an advantage for evaluating the hydraulic and structural performance. Decisions on the management of urban drainage rehabilitation need to be addressed considering the different points of view or aspects that are often contradictory. This may be addressed by using multi-criteria decision analysis methodologies.

Risk Analysis of Water Harvesting Systems
Rainwater harvesting systems (RWHS) can result in important benefits, but there are a number of potential negative risks. The risks associated with RWHS depend on several factors and duly consideration is required to ensure that risks associated with this type of solutions are low. Therefore, a generic and systematic approach to manage risk is required. This chapter introduces a brief overview of concepts and terminology adopted. Subsequently, an overview of common approaches to risk management is presented. The chapter focuses on specific aspects for the application of these approaches to RWHS, with emphasis on risk identification, specific risk treatment action, and monitoring. Different approaches on how to determine risks such as water safety plan (WSP), risk management process (RMP), and hazard analysis and critical control point (HACCP) can be used, but all of them have some common steps.

Quarterly specification exchange T2.4 to T3.5 completed
In this document, the Lisbon Living Lab presents the sequence of quarterly exchanges of specification between Task (T) 2.4 and T3.5 that occurred from March 2021 (M7) until February 2023 (M30). The output of subtasks 2.4.2, 2.4.3 and 2.4.4 fed the development of the software tools in T3.5 and its outputs. A short and concrete description of the exchange of specification is provided.

The monitoring, negotiation and decision support solutions toolkit
This report documents the final release of the water cycle modelling and assessment solutions toolkit, which is comprised of the following ten tools: the water reuse strategic platform (#16), the environment for decision support and alternative course selection (#17), Re-Actor (#18), the sludge management platform (#19), the UWC observatory (#20), the stormwater reuse management system (#21), the Nessie System (#29), the Environmental Dashboard (#30), the Digital Enabler (#32) and the climate-readiness certification tool (#33) . It includes the following aspects: tool description, attributes and information around pre-existing background, developments and advancements within the project, navigation and primary functionalities, interoperability, indicative applications and synergistic benefits and how to access each tool and test data. It presents the use of the tools in the LLs by explaining the tools' integrative use, conceptual links, data flows and pilot interactions.
